<br /> <br />City of Redwood City, California <br />Response to Request for Proposal For <br />Overhead Cost Allocation Plan <br /> <br />the team approach to most cost allocation projects. There are three primary benefits to our <br />proposed project team. <br /> <br />The first, and perhaps the greatest <br />benefit, of the proposed project team <br />is experience working with California <br />cities and counties in general and with <br />Redwood City specifically. The <br />proposed project manager successfully <br />prepared the City's cost allocation <br />plan twice approximately 8-1 0 years <br />ago. In doing so Mr. Wakefield brings to this project an invaluable understanding of City <br />operations and structures. Mr. Hazeltine and Mr. Burgess have both been involved with <br />Redwood City's SB 90 projects over the past decade and have developed an exceptional level of <br />trust with City staff, and understand the challenges the City faces, as well as understanding the <br />City's accounting system and financial structure. Their existing relationships with key project <br />stakeholders will also be invaluable to this engagement. <br /> <br />The second benefit is that the expertise of the team as a whole is greater than the sum of the <br />team's parts. The three team members bring unique education, skills, and experiences from <br />numerous local government cost allocation, user fee, management study, and performance review <br />consulting engagements in California. <br /> <br />The proposed team includes Mr. Jeff Wakefield. Mr. <br />Wakefield has successfully prepared hundreds of city <br />cost allocation plans over his 20 year consulting <br />career. Mr. Wakefield is a hands-on project <br />manager who will personally prepare Redwood <br />City's Cost Allocation plan and associated <br />deliverables. <br /> <br />The third benefit is that by placing two or more experts on the project, all phases of the <br />project are completed in a timely manner which results in an overall on-time project. <br /> <br />As part of a successful growing firm, the proposed project consultants are engaged in projects <br />during the same time period as requested by the City. These projects however, will not <br />interfere or prohibit the successful completion of the proposed services for the City. MGT <br />schedules projects and proposes project teams with a client-focused, rather than firm-focused <br />approach. Simply stated, the City will receive the proposed services, in the proposed manner, <br />from the proposed consultants without conditions or qualifications. <br /> <br />In addition to the proposed project team, MGT can draw from a deep pool of experienced cost <br />allocation consultants to supplement Redwood City's project as necessary. These consultants have <br />unique skill sets such as performance measurements, performance management and process <br />improvement. Most importantly, all of these consultants have successfully prepared cost allocation <br />plans for the past seven to thirty years.
