I." 1

City of Redwood City, California
Response to Request for Proposal For
Overhead Cost Allocation Plan

Proposed Structure of the MGT Project Team

Project Consultant Profiles

The following MGT costing services consultants proposed to complete the cost allocation plans
for the City have prepared several hundred cost allocation plans for cities, counties and state
governments. Due to the technologically advanced work environment and flexibility of the MGT
proprietary cost allocation software, MGT consultants can work in different work locations
efficiently collaborating on projects and communicating project data electronically with clients.

Mr. Brad Burgess, Partner, Project Director

Mr. Burgess will serve the City as project director. In this role, Mr. Burgess will have
responsibility for the success of the entire project. His participation will ensure the City will be
unconditionally satisfied with the services received from MGT consultants. In addition to project
oversight and quality assurance, Mr. Burgess will make sure the project consultants have the
resources and firm support necessary to successfully complete the proposed services.

Mr. Burgess has over 20 years of government consulting experience, and has another three
years of experience working for state government. Mr. Burgess' consulting background is in
state and local government focusing on cost accounting and allocation. Mr. Burgess has a long,
successful consulting track record with cities and counties throughout California. He is
considered to be one of the preeminent experts in California in state mandate cost
reimbursement claiming and is also an expert in the development of indirect cost rate proposals
(ICRPs) for local agencies. In addition, Mr. Burgess has also taught hundreds of government
finance officials indirect cost theory and application through numerous training sessions. He is a
frequent presenter at conferences and workshops for clients, state and local governments, and
state associations.

MGT

8

Of AME Ii i CA, I NC.
