<br />, '- il,. , <br /> <br /> <br />City of Redwood City, California <br />Response to Request for Proposal For <br />Overhead Cost Allocation Plan <br /> <br />Mr. Jeff Wakefield, Senior Consultant, Project Manager <br /> <br />Mr. Wakefield will serve the City as project manager. In this role, Mr. Wakefield will have <br />responsibility for day-to-day activities including: identifying allowable costs; identifying <br />appropriate allocation bases; processing data and reviewing draft calculations with City <br />personnel; processing data into the final cost allocation plans; and providing formal status <br />reports to City staff. <br /> <br />Mr. Wakefield, a Senior Consultant with MGT has over 18 years of consulting experience. As <br />MGT's Project Manager for the Redwood City engagement, Mr. Wakefield will lead in data <br />gathering, identifying administrative and support services and their allocation bases, and <br />negotiations with the federal cognizant agencies. Mr. Wakefield will be actively involved in all <br />tasks of our work plan and the development of all deliverables. <br /> <br />Mr. Wakefield was selected by our firm for the Redwood City engagement partially because his <br />qualifications, but also because he will have availability to focus on this project during the time <br />frame provided by the City. Having great qualifications and intentions mean little if a project <br />team is overburdened with other work. <br /> <br />Mr. Wakefield has performed governmental cost of service studies since 1989. He has a <br />background in local government consulting focusing on cost allocation development, user fee <br />rate calculations, and other cost of service studies. He is the one of the most experienced cost <br />analyst in the western United States-having completed hundreds of cost plan and user fee <br />studies for local governments. Prior to joining MGT, he was a senior manager for management <br />consulting firms PRM, Muni Financial, Maximus, and DMG, and started his cost allocation career <br />with Vertex. <br /> <br />Mr. Wakefield has recently successfully prepared and/or negotiated cost allocation plans for <br />the following cities: <br /> <br />.:. City of Santa Ana <br />.:. City of Anaheim <br />.:. City of Modesto <br /> <br />Mr. Brett Ballard, Project Consultant <br /> <br />Mr. Ballard will serve the City as project <br />consultant. In this role, he will have <br />responsibility for supplementing the day-to- <br />day activities including assistance in the <br />preparation of the cost allocation plans. This <br />responsibility includes attending meetings, <br />follow up with departments, helping identify <br />allowable costs, data collection and input, <br />reviewing draft calculations and quality <br />assurance of final cost allocation plans. <br /> <br />Mr. Wakefield and Mr. Ballard have <br />successfully teamed on several recent cost <br />allocation projects.
