<br />Redlmlll <br />GlIY=: <br />~ <br /> <br />City of Redwood City, California <br />Response to Request for Proposal For <br />Overhead Cost Allocation Plan <br /> <br /> <br />methodologies into every cost allocation project, we will never standardize a client. Every <br />engagement includes an attempt to thoroughly understand our client's culture, political realities, <br />operating and reporting structure, and financial challenges as well as desired project outcomes. <br /> <br />We apply the following seven project goals and objectives to ensure the work plan is <br />accomplished and the project deliverables are <br />successfully completed on time. <br /> <br />..:.. Leverage experience. The proposed project <br />staff, Mr. Ballard and Wakefield have recently <br />successfully completed cost allocation plans for <br />Sacramento, Modesto, Lincoln and Folsom, <br />among other cities. Both gentlemen will apply <br />this experience to solidify the preparation <br />process, minimize time and resources of City <br />personnel and enhance the project results. In <br />addition, the familiarity of our project team with <br />Redwood City's organization and departmental <br />accounting contacts will further enhance this <br />project's success. <br /> <br />Mr. Wakefield and Mr. <br />Ballard will leverage their <br />experience gained from <br />completing hundreds of cost <br />allocation and associated <br />projects for other California <br />local governments, to ensure <br />the City of Redwood City <br />staff do not have to spend <br />countless hours training new <br />consultants, explaining basic <br />City reports. <br /> <br />..:.. Accuracy. The project results must be accurate. No matter how well communicated, <br />understood, or timely the project results are, the project is meaningless and will create <br />significantly more work for City personnel if the project results are not accurate. <br /> <br />..:.. Timeliness. No matter how accurate the project results are, the project is less <br />meaningful and has again created significantly more work for City personnel if the <br />project is not completed within the required deadline. <br /> <br />.:.. Useful and Meaningful. In addition to being accurate, timely, and providing a smooth, <br />non-disruptive process for City personnel, the project results must also be useful and <br />meaningful to all project stakeholders. <br /> <br />..:.. Multi-year Comparisons. MGT's management report software feature will allow us <br />to examine trends within your agency. This feature also provides the City with a <br />completely transparent CAP process. Every significant variation between Year A and <br />Year B can quickly be examined and traced to the source of the variance using our <br />proprietary system. No other firm has this data. No other firm has a CAP system with <br />this capability. <br /> <br />..:.. Communication. For the project to be <br />successful, City personnel must not only <br />have a base level understanding of the <br />process and project results, but also an <br />understanding of how to extract <br />additional information and integrate the <br />project results into existing City <br />operations.
