INC. <br /> <br />RANGE OF EXPERIENCE <br /> <br />Mr. Hazeltine specializes in governmental cost of service studies. He has over a 35 year background in <br />local government; focusing on A-8? cost allocation development, user fee rate calculations, indirect cost <br />rate calculations, State mandated cost reimbursement, Federal and State grant recovery, and cost of <br />services for local governments. His areas of expertise include local agency OMB A-8? cost allocation <br />plans, departmental indirect cost rates and State mandated cost reimbursement claims (SB 90). During <br />his career, Mr. Hazeltine served as a Supervising Analyst with the California State Controller's Office <br />and Project Manager, Senior Manager, and Director of SB 90 Operations for DMG, DMG-Maximus, <br />Maximus, and Senior Consultant with PRM. Mr. Hazeltine received his B.S. from California State <br />University, Northridge. <br /> <br />CONSULTING EXPERIENCE <br /> <br />.:. 1973-1980: As a supervising staff analyst in the California State <br />controller's Office, Mr. Hazeltine was responsible reviewing and <br />approving approximately 15 annual A-87 cost allocation plans for <br />the larger county governments in California. Mr. Hazeltine also <br />specialized in Property Tax and other financially related legislative <br />issues, such as Prop 13, AB 8, the Gann Limit, SB 90, etc., <br />affecting California local agencies rather drastically in the late <br />'70's. <br /> <br />.:. 1980-1981: As a project manager for DMG, Mr. Hazeltine prepared <br />and obtained approval for about 10 annual county cost allocation <br />plans and learned the private consulting business. <br /> <br />.:. 1982-1983: As a founding partner for California Cost Systems, Mr. <br />Hazeltine prepared and obtained approval of cost plans for about 25 <br />California counties. <br /> <br />.:. 1984-1998: As a manager again for DMG and DMG-Maximus, Mr. <br />Hazeltine was responsible for all county, city, and special (Transit) <br />district cost allocation plan activities. <br /> <br />.:. 1998-2004: As a senior manager and director of operations for <br />Maximus, Mr. Hazeltine was responsible for county, city and <br />special district SB 90 mandated cost claiming, with a specialty in <br />the county claiming area.
