<br />6.10 <br />Page 1 <br /> <br />RE"PORT <br /> <br />To the H.onorab.le Mayo.r and City Council <br />From the Ci M'a.na er <br /> <br />February 9, 2009 <br /> <br />SUBJECT <br />Award of Contract - Redwood City Recycled Water Project - Phase I - Bayfront <br />Distribution System - Bid Package 8 (East Bayshore Road, Bair Island Road, Redwood <br />Creek, Highway 101, and Maple Street) <br /> <br />RECOMMENDA TJON <br />Approve, by motion, the contract documents and award the contract for the Redwood <br />City Recycled Water Project - Phase I - Bayfront Distribution System - Bid Package 8 <br />Project to the lowest responsible bidder, Peak Engineering, Inc., of San Francisco, for <br />their responsive and responsible low bid of $949,450.00 and authorize the City Manager <br />to increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />In August 2003, the City Council approved a broadly defined, flexible recycled water <br />project, filed a California Environmental Quality Act Notice of Determination, and formed <br />a citizen community task force to provide input on the implementation ot the project. In <br />March 2004, the City Council accepted the Task Force Report and directed staff to <br />return with recommended action to implement. <br /> <br />The Redwood City Recycled Water Project will be implemented in phases and smaller, <br />discrete projects over the next several years, beginning with some recycled water <br />delivery in the 2007 irrigation season. The major components of the Project are as <br />follows. <br /> <br />1. Treatment imorovements consisting of filter modifications, chemical feed addition <br />and filtered water line at the SBSA site - owned and operated by South Bayside <br />System Authority (SBSA). <br />Status: 100% complete and in service. <br /> <br />2. Disinfection facilitv consisting at new chlorine contact chambers at the SBSA site - <br />owned by the City and operated by SBSA. <br />Status: 100% complete and in service. <br /> <br />3. Storaae and Dumoing facilities located within the SBSA plant property (includes a <br />back-up supply line for potable water) - owned and operated by the City. <br />Status: 100% complete and in service. <br /> <br />4. Distribution system consisting of new transmission pipelines throughout the water <br />service area, in street rights-ot..ways - owned or have the right to construct in, and <br />operated by the City. <br />Status: Bid Packages 1, 2, 3, 4, 5, and 6 are 100% constructed. Bid Packages 7 and <br />9 are each 95% completed. Bid Package 5A will be available for bidding within the <br />next tew months. <br />
