explaining the First District Court of Appeals blunder, to be admitted to the <br />City Council records for tonight for public comments that I intend to <br />deliver in general public comments. <br />Please note that this will be an effort to undo and undid out of this mess <br />by meeting statewide with all CA senators and assembly members who <br />could be drastically impacted by the court's erroneous ruling. It may not <br />affect solely the Docktown buyout, which may be law of the case so to <br />speak, but the intent "is" to ensure that no collateral estoppel or res <br />judicature (which means claim or issue preclusion, and a bar to raising in <br />the future, as to other issues, or even as to past other matters still within <br />statute, the fact that the charter gives express sole and exclusion <br />jurisdiction and independence and autonomy to the Port). <br />Oakland appears to have modeled its most recent charter, at least the Port <br />part, after Redwood City. PIs look at the Ports of Oakland and S.F for what <br />public access really means.
