<br />EXHIBIT ~ <br /> <br />~.w-l+ <br /> <br />Civil and Transportation Engineering <br /> <br />INTERSECTION STUDY <br />PROPOSED AUTOMATIC RED LIGHT ENFORCEMENT SYSTEM <br />STATE ROUTE 84 & BROADWAY <br />REDWOOD CITY, CALIFORNIA <br /> <br />PROPOSAL FOR TRAFFIC ENGINEERING SERVICES <br /> <br />December 9, 2008 <br /> <br />Richard K. Hopper, Principal of the fmn, RKH Civil and Transportation Engineering, is a duly <br />licensed Civil Engineer in the State of California (#18928), a duly licensed Traffic Engineer in <br />the State of California (#1425), and a Professional Traffic Operations Engineer (#200) as <br />licensed by the Transportation Professional Certification Board, Inc., Washington, D.C. This <br />Notice of Licensure is provide in accordance with ~463.5, Title 16, CCR. <br /> <br />In accordance with ~67 49 of the State of California Business and Professions Code RKH <br />herewith presents this proposal to provide traffic engineering services for the work described <br />below. Signing, dating, and returning a copy of the Offer/Acceptance page to RKH constitutes a <br />binding contract, the provisions of which are included in the Attachment to this proposal. <br /> <br />PROJECT DEFINITION: The City of Redwood City [CLIENT] is proposing to install an <br />automatic red light enforcement system (ARLES) at the intersection of Woodside Road (State <br />Route 84) & Broadway. A requirement by Caltrans for the issuance of an encroachment permit <br />to install the system is the preparation of a study to determine the need for the ARLES. This <br />proposal is to prepare the intersection study in support of the installation. <br /> <br />SCOPE OF BASIC SERVICES <br /> <br />Task 1 - Analysis of Intersection Collision Data. <br /> <br />A. RKH will review three to five years of reported traffic collisions at the <br />intersection, the data coming from City records and the SWITRS reports. A <br />traffic collision diagram will be prepared to illustrate collision patterns, types, <br />location, and severity. <br /> <br />B. RKH will compare collision frequency with similar data at the intersections on <br />Route 84 at Spring Street and Bay Road. RKH will also compare the collision <br />frequency with data provided by Caltrans through CLIENT. The collision <br />frequency will be on the basis of collisions per million entering vehicles (MEV). <br />Traffic volume data to be provided by CLIENT. <br />1 <br /> <br />837 Columba Lane · Foster City, CA 94404.
