Intersection Study.. Route 84 & Broadway.. Redwood City
Proposal for Traffic Engineering Services

Task 2 - Field Review.

RKH will conduct a field review of the intersection to identify driver behavior patterns.
The field review will cover two hours of peak traffic conditions and two hours of off-peak
conditions on an average weekday. The field review will focus on driver action to signal
phase changes, visibility of signal indications, and vehicle clearance times through the
intersection.

Task 3 - Identification and Evaluation of Possible Countermeasures.

RKH will identify and evaluate possible countermeasures to red light running:

A. Improving signal head visibility
B. Adding signal heads
C. Evaluate all-red interval
D. Evaluate yellow change interval timing
E. Advance warning signing
F. Advanced yellow flashing beacons
G. Traffic signal coordination
H. Additional advance detection

RKH will rely upon as-built traffic signal plans of the intersection provided by
Caltrans through CLIENT in the evaluation of possible countermeasures. RKH
will field verify the visible elements of the traffic signal.

Task 4 - Review of Signal Timing Plan With Caltrans Staff

RKH will evaluate the current signal timing plan provided by Caltrans through CLIENT
and will discuss possible modifications with Caltrans to improve vehicle clearance times
through the intersection.

Task 5 - Draft Report

RKH will prepare a draft report documenting the study fmdings with text and graphics
and will make recommendations in support of the ARLES. The report will be submitted
in Adobe pdf format electronically to CLIENT for review and comment.

Task 6 - Final Report

Upon receipt of written comments on the draft report, RKH will prepare the fmal report
addressing and responding to the comments. The fmal report will be submitted to
CLIENT electronically in Adobe pdf format.
2

~.w-l+
