Authorize the City Manager to commence negotiations with Norcal Waste <br />Systems of San Mateo County for the Franchise Agreement for Solid Waste, <br />Recyclable Material, and Organic Material Collection Services with <br />consultation by the SBWMA. <br />3. She then proposed taking public <br />comment first since there were still families with young children present in the audience at <br />this late hour.
