Cathy Platt, a resident of Redwood City, stated that she is a satisfied customer of Allied
Waste and that this process is new to her. She said she came out to support Allied
Waste because she thinks they are efficient and hardworking and she has been
impressed. She questioned people's loyalty to the agencies that they have used and
suggested residents be asked how they might like things to improve.

Charles Krystofiak, a resident of Redwood Shores, stated that he has seen the level of
service decline with missed pickups, messes left after pickups, cans being inconsistently
emptied, and how he has been unable to get a live customer service representative on
the phone. He stated his belief that the current noncompetitive nature of Allied Waste
has led to complacency.

Jeff Silvestri, an employee of Norcal Waste since 1983, stated that he and the twenty-one
other employees in Redwood City think it is a great company to work for and that they are
100 percent employee-owned with pride in ownership and customer service. He stated
their support of SBWMA.
Mayor Foust read two letters received into the record.

Gerald M. Nagel (in his letter) stated that he has been happy with Allied Waste as fast
and efficient and he questioned the proposed change and who would profit. He asked
Council not to make any change.

Mary S. Browne (in her letter) stated that she was unable to come in person due to health
reasons. She stated that Allied Waste has been very responsible, respectful of older
generation, and made concessions for them when they could not physically take their can
out to the street. She stated that she and her husband have never had any complaints
since 1961, that this is an excellent record, and she asked that no changes be made in
keeping Allied Waste as the carrier.

Mayor Foust asked for Council questions or comments. He stated his thought that they
have the right proposal. He raised several concerns about only receiving a summary of
the report about one week prior, lack of a protest system in the RFP, their ranking and
how it was indicated in the report.

Bayside Environmental Service and Transfer (BEST) - Mr. Doug Button, principal and
vice president at BEST and president of South San Francisco Scavengers for twenty-two
years, said they have no comments or criticism of selection committee recommendation,
but that it is hard to respond when they were only given a summary and none of the

REGULAR CITY COUNCIL MEETING
MINUTES

SEPTEMBER 8, 2008
PAGE 10
