<br />SBWMA reports. He said the biggest factor is the number of hours and the need to <br />compare apples to apples. He asked Council to not make a hasty decision. <br /> <br />Norcal Waste Systems of San Mateo County (Norcal) - Mr. John Sirelli, president of <br />Norcal, thanked the SBWMA for their selection and proposed no additional costs. He <br />said that they will have and do the following: drive hybrid pickups, 16 customer service <br />representatives, a computer system connecting all jurisdictions where they can access, <br />review, and update customer accounts, all calls will be answered by a live person, eight <br />new recycling coordinators, portable DVD players where they can show customers how <br />to recycle, all customers will receive a DVD on how to recycle and the proper set out <br />method, five trucks dedicated to bulky pickup to maximize diversion and for next day <br />service, and free onsite document destruction program to prevent identity theft, and <br />compost giveaways. He said their current management team has over 75 years of <br />experience, they are 100 percent employee-owned, have been in the area over 88 years, <br />and their motto is "people, service, and environment." He said they are honored to be <br />SBWMA's recommendation. <br /> <br />Council comments: <br />One Council Member asked what would happen if their estimates to get the job done and <br />the performance standards are wrong and how would it impact pricing on SBWMA and <br />member agencies. <br /> <br />Ric Hutchison, R3 Consulting Group, responded that the responsibility would rest on the <br />hauler, and that if there was a poor quality of service, they would be obligated to meet the <br />operational standards. <br /> <br />A Council Member asked for an estimate of how much time the evaluation committee <br />spent. Mr. Ponty said that he had spent at least 60 hours on the evaluation process and <br />he would assume the other members spent about the same amount of time for a total of <br />360 hours collectively and 3,000 hours total on the RFP process. He also clarified that <br />Norcal was the number one pick even before the cost proposal came out. <br /> <br />Council asked for clarification on the eight versus nine hour work day. Richard Tagore- <br />Erwin, R3 Consulting Group and Mr. Ponty responded. Mr. Ponty said that it generally <br />leads to more productivity, with less drivers, vehicles, and direct labor costs. Mr. Tagore- <br />Erwin said that four of the companies have eight-hour work days and two have nine-hour <br />workdays and that both work fine. They all still work 40 hours per week, not necessarily <br />45 hours a work week <br /> <br />Other Council Member questions included community input on the reference checks and <br />why the nine-hour workday in San Jose did not work. Mr. Ponty confirmed that there was <br />community input on the reference checks.
