Housing Needs / Nexus Analysis of Palo Alto Medical Foundation, San Carlos, CA <br />As mentioned in the previous section, Keyser Marston prepared a housing needs J nexus <br />analysis of the proposed Palo Alto Medical Foundation (PAMF) Medical Center in San <br />Carlos comprised of a 11 O-bed acute care hospital, medical offices, an ambulatory care <br />clinic and supporting uses. <br /> <br />The housing needs analysis employed KMAts proprietary jobs housing nexus model to <br />estimate demand for housing by affordability level generated by the project. The analysis <br />was incorporated into the EIR for the project. <br /> <br />· Housing Needs Analysis, City of Menlo Park <br />KMA prepared an analysis of the housing needs associated with a proposed Bohannnon <br />Office! Hotel Mixed Use General Plan Amendment and Rezoning Project. The report <br />addressed both increased demand for housing and potential increased housing unit <br />allocations under the Regional Housing Needs Allocation (RHNA) process. The Housing <br />Needs Analysis was prepared as part of a range of analyses to assist in the decision- <br />making, negotiation and entitlement process for the Project and accompanied the <br />Environmental Impact Report (EI R). <br /> <br />D. Child Care Needs Analysis <br /> <br />. Child Care Nexus Analysis, City of San Mateo <br />KMA provided the City with a report documenting and quantifying the linkages between new <br />development. the demand for child care spaces and the cost of mitigating the demand by <br />developing child care center spaces. The report included a child care facility cost analysis, <br />as well as information regarding new child care centers on the Peninsula and Silicon Valley, <br />along with cost experience in West L.A. and downtown Seattle. The City successfully <br />adopted a linkage program. <br /> <br />· Child Care Linkage Program, City of Santa Monica <br />KMA provided an analysis of the impacts of new development on chifd care needs in the <br />City of Santa Monica. The report demonstrated and quantified the nexus between new <br />development and chitd care demand as a basis for charging a child care impact fee, to <br />support a proposed child care mitigation program in the City. Santa Monica adopted a <br />pioneering program based on the analysis. <br /> <br />. Analysis of Child Care Demand and Mitigation Cost, City of West Sacramento <br />KMA prepared a report for the Community Development Department of West Sacramento, <br />quantifying the impacts on the need for child care associated with new development. The <br />analysis addressed the development of work place buildings such as office, retail and <br />industrial spaces as well as new residential development. The report also contained an <br />analysis of the costs of mitigating the new demands by the construction of child care facility <br />spaces. The report was prepared to support a fee on new development to fund the <br />construction of child care facilities.
