San Francisco 4gers Stadium Feasibility Study, Economic and Fiscal Benefits <br />Analysis Peer Review, Santa Clara, CA <br />Keyser Marston conducted a peer review and evaluation of the economic and fiscal benefits <br />study prepared for the San Francisco 4gers by Conventions Sports and Leisure (CS&L) in <br />respect to the proposed San Francisco 4gers Stadium in Santa Clara. KMA made <br />adjustments to the CS&L analysis to identify net new impacts of the stadium excluding an <br />existing training facility, correct certain technical issues, respond to general criticisms in the <br />sports economics literature, and compare benefits I impacts to alternative land uses. <br />The proposed stadium would have the capacity for 68,000 fans and would replace the <br />Team's current stadium located in San Franci~co. The analysis is part of a range of service <br />KMA is providing to the City of Santa Clara in respect to on-going negotiations with the <br />4ger5. <br /> <br />. Economic and Fiscal Impacts of Development Proposals, San Jose, CA <br />The City of San Jose has adopted a policy to evaluate the fiscal and economic impacts of all <br />projects for which the City is providing financial assistance, whether it be a short-term loan, <br />waiver of fees, or a favorable ground lease. KMA has assisted the City evaluate the impacts <br />of a range of proposed projects, including a communications systems headquarter facility, a <br />Tasla motors manufacturing facility, an R&D use, and a semiconductor technology <br />development center. The analyses have included an assessment of: <br />Construction impacts; <br />Operational impacts; <br />Direct employmentt output, and payroll impacts; <br />Indirect and Induced economic impacts; and <br />Direct Fiscal Impacts <br /> <br />c. Housing Needs Nexus Analyses <br /> <br />. Stanford University Medical Center and Shopping Center Expansion, PBS&J / City of <br />Palo Alto <br />Keyser Marston prepared a housing needs I nexus analysis of the proposed expansions of <br />Stanford University Medical Center and Stanford Shopping Center. The analysis is being <br />used in support of development agreement negotiations and will be incorporated into the <br />EIR for the project. The analysis employed KMA's proprietary jobs housing nexus model to <br />estimate demand for housing by affordability level generated by the project. KMA's nexus <br />model was adapted to utilize payroll data provided by Stanford University Medical Center to <br />perform the analysis. To add additional confidence in the results, payroll data provided by <br />Stanford was reconciled with contract pay rates for the two unions representing employees <br />of the medical center. In addition, an analysis of UCSF medical center was performed for <br />comparison purposes using publicly available compensation data. <br /> <br />Keyser Marston Associates.
