<br />6.18 <br />Page 18 <br /> <br />It KEYSER MARSTON'S QUALIFICATIONS <br /> <br />KMA has a very strong track record in preparing fiscal, economic, housing demand/nexus, and <br />child care demand/nexus analyses. Our analyses have been undertaken in support of both <br />development agreement negotiation~ for specific projects and the adoption of local policies. <br />Examples of recent engagements that are similar to this analysis include the folfowing: <br /> <br />A. Fiscal Impact Analyses <br /> <br />. Fiscal Impacts of Evergreen East Hills Industrial Land Conversion in San Jose, CA <br />KMA evaluated the fiscal impacts of a range of development alternatives for a 542- acre <br />area. The context of the evaluation was a proposed zoning and land use designation <br />change for the area from industrial development to mixed-use development. The City was <br />concerned about the fiscal implications of losing industrial development for residential <br />development. The evaluated alternatives included: development permitted under the <br />existing General Pian, a largely residential project, and a project comprised of a mix of <br />residential, industrial, retail, and office uses. Separate analyses were undertaken for each of <br />four sub-areas. The Council decided to evaluate the proposed conversion within the context <br />of an overall update to the City's General Plan and denied the applicant's proposal. <br /> <br />. Fiscal Impact Analysis of Palo Alto Medical Foundation, San Carlos, CA <br />Keyser Marston prepared fiscal impact and housing needs I nexus analyses of the proposed <br />Palo Alto Medical Foundation (PAMF) Medical Center in San Carlos comprised of a 11 O-bed <br />acute care hospital, medical offices, an ambulatory care clinic and supporting uses. <br /> <br />The fiscal impact analysis was performed to support Development Agreement negotiations <br />which resulted in establishment of a City General Fund endowment to offset projected fiscal <br />deficits. KMA also analyzed the fiscal impacts of alternatives to the proposed development <br />including retail, auto dealership, and industriaL <br /> <br />The housing needs analysis employed KMA's proprietary jobs housing nexus model to <br />estimate demand for housing by affordability level generated by the project. The analysis <br />was incorporated into the EIR for the project. <br /> <br />. Fiscal Impact Analysis of General Plan Alternatives for the City of Beverly Hills <br />As a member of a consultant team led by PBS&J, KMA recently evaluated the fiscal impacts <br />of General Plan alternatives for the City of Beverly Hills. The land use plan alternatives <br />included luxury hotels, residential development, and additional retail and office development. <br /> <br />B. Economic Impact Analyses <br /> <br />. Economic and Fiscal Impacts of Alternative Businesses, Oakland, CA <br />KMA is currently analyzing the relative economic and fiscal impacts of eight different types <br />businesses, including administrative headquarters, manufacturing, retail, and professional <br />office. The analysis is being done to assist the City in identifying target businesses to attract <br /> <br />Keyser Marston Associates.
