<br />6.18 <br />Page 27 <br /> <br />Task 7: Incorporate EIR Mitigations/Infrastructure Impacts <br /> <br />To the extent that the EIR identifies infrastructure needs generated by the Project and/or <br />mitigation measures, KMA will incorporate those impacts and costs into the analysis. <br />AdditionallYt if a portion of the public improvements to be funded by Stanford will benefit the <br />larger community, then KMA will assess the net benefit of the improvements to Redwood City. <br />For example, if the EIR determines that the Project will have a significant adverse impact on <br />traffic and the solution is establishing a street car route such as currently envisioned in the <br />Genera' Plan Update that wou'd connect the site to Downtown Redwood City and wou'd serve <br />the larger communitYt KMA will evaluate the extent to which the improvements to be funded by <br />Stanford would mitigate the number of traffic trips to be generated by the Project and "buy" <br />roadway capacity. <br /> <br />. Product: Draft technical memorandum, featuring graphics and tables. Upon completion of all <br />tasks, the memorandum will be incorporated into a final report. <br /> <br />C. Economic Impact Analysis <br /> <br />KMA will estimate the direct and indirect/induced economic impacts of: 1) the proposed <br />Stanford project; 2) the existing R&D development; and 3) the hypothetical "opportunity cosf' <br />projects. Direct economic impacts include: economic output (gross receipts), employment, and <br />payroll of the on-site businesses. Indirect/induced economic impacts are the impacts that the <br />on-site businesses have on other business in Redwood City through the expenditures of on-site <br />businesses on materials and services as well as the expenditures of on-site employees on <br />goods and services at other Redwood City businesses. <br /> <br />Task 1: Estimate Direct Economic Impacts <br /> <br />Direct impacts will be measured based on information provided by the existing R&D businesses <br />as well as information from Stanford. The economic impacts generated during the construction <br />phase of the Stanford project and the Uopportunity cost" projects will also be measured. <br /> <br />Task 2: Estimate Indirect and Induced Impacts on Other Redwood City Businesses <br /> <br />Indirect and induced impacts will be measured using the IMPLAN multipliers that are prepared <br />by the Minnesota IMPLAN Group and are available to measure indirect/induced impacts <br />generated by specific businesses types at the city level.
