<br />6.18 <br />Page 28 <br /> <br />Task 3: Estimate Zoning Change Pressure on Adjacent Properties <br /> <br />KMA wil1 estimate the magnitude of the increase in value that the proposed zoning wilt create for <br />the subject site. This value enhancement represents both something for which the City should <br />be compensated and a possible inducement to other industrial property owners to pursue a <br />similar zoning change. Based on the preceding analysis, KMA will extrapolate the fiscal and <br />economic impacts associated with the zoning change to surrounding properties to provide an <br />order of magnitude of the potential impacts on the City if the other properties were to convert to <br />administrative office space. <br /> <br />Product: Draft technical memorandum, featuring graphics and tables. Upon completion of aU <br />tasks, the memorandum will be incorporated into a final report. <br /> <br />D. Childcare Needs Analysis <br /> <br />1. Child Care Demand Analysis for Stanford University Employees <br /> <br />KMA will prepare an analysis that quantifies the increase in demand for child care spaces <br />generated by the employees of the Project. The analysis links the number of employees <br />associated with the Project, to the number of children in the new employee households, to the <br />number of children needing child care, distributed by how child care needs are met. <br /> <br />KMA's traditional methodology isolates employee households demanding child care located at <br />(or near) the place of work from those demanding child care near place of residence. However, <br />if the City desires, the analysis could be adjusted to estimate new Stanford employee <br />households demanding child care spaces located elsewhere in Redwood City as well. The <br />analysis concludes with the level of demand for child care spaces at or near the Project (or <br />within Redwood City, if desired), generated by the new employees. <br /> <br />Data sources for this analysis are mainly: employee projections for the Project as provided by <br />the applicant or developed by KMA, US Census data and national and state surveys of parent <br />preferences and practices related to childcare utilization by type of arrangement and location. <br />The national and state surveys may be adjusted for the demographics of the new employees <br />specific to the proposed project. These data are supplemented by local data and project-specific <br />data, as available. <br /> <br />The conclusion of the analysis is expressed as children l'demandinglJ different types of child <br />care, by age classification. A child care center facility is one of the types of child care addressed <br />in the analysis and thus one conclusion will be demand for child care center "spaces" in the <br />project area. <br /> <br />Keyser Marston Associates.
