Mr. Ponty said that he had spent at least 60 hours on the evaluation process and <br /> he would assume the other members spent about the same amount of time for a total of <br /> 360 hours collectively and 3,000 hours total on the RFP process. He also clarified that <br /> Norcal was the number one pick even before the cost proposal came out. <br /> Council asked for clarification on the eight versus nine hour work day. Richard Tagore- <br /> Erwin, R3 Consulting Group and Mr. Ponty responded. Mr. Ponty said that it generally <br /> leads to more productivity, with less drivers, vehicles, and direct labor costs. Mr. Tagore- <br /> Erwin said that four of the companies have eight-hour work days and two have nine-hour <br /> workdays and that both work fine. They all still work 40 hours per week, not necessarily <br /> 45 hours a work week <br /> Other Council Member questions included community input on the reference checks and <br /> why the nine-hour workday in San Jose did not work. Mr. Ponty confirmed that there was <br /> community input on the reference checks. Mr. Tagore-Erwin explained that unique <br /> situation in San Jose where workers could stop working when they reached their nine- <br /> hours, no matter where they were, as part of the union contract the workers had with their <br /> company, and that it had nothing to do with collection contract in San Jose. <br /> Mayor Foust asked BEST come up for 2 minute rebuttal. <br /> Bayside Environmental Service and Transfer (BEST) - Mr. Jones stated that the 45-hour <br /> rule was instituted in San Jose because the previous contractors had 9 to 12 hour <br /> working days due to transition problems. He said the union put in the 45-hour rule for the <br /> protection of the employees. He said that in 2000, the City Auditor had reviewed Norcal's <br /> bid proposal. The audit report to the City Council stated that it was too optimistic because <br /> travel and the 45-hour rule was not correctly reviewed and that these could cause <br /> problems, but that the proposal was approved by the City Council.
