100 percent employee-owned with pride in ownership and customer service. He stated <br /> their support of SBWMA. <br /> Mayor Foust read two letters received into the record. <br /> Gerald M. Nagel (in his letter) stated that he has been happy with Allied Waste as fast <br /> and efficient and he questioned the proposed change and who would profit. He asked <br /> Council not to make any change. <br /> Mary S. Browne (in her letter) stated that she was unable to come in person due to health <br /> reasons. She stated that Allied Waste has been very responsible, respectful of older <br /> generation, and made concessions for them when they could not physically take their can <br /> out to the street. She stated that she and her husband have never had any complaints <br /> since 1961, that this is an excellent record, and she asked that no changes be made in <br /> keeping Allied Waste as the carrier. <br /> Mayor Foust asked for Council questions or comments. There were no questions or <br /> comments. Mayor Foust asked the proposers to comment one by one: <br /> Allied Waste Services of San Mateo County (Allied Waste) — Mr. Allen Boyd, general <br /> manager of Allied Waste, stated his appreciation for the opportunity for comment but <br /> stated that they have no comment at this time. <br /> Bayside Environmental Service and Transfer (BEST) — Mr. Steven Jones (with time <br /> ceded to him by Mike Pacelli), general manager of Garden City Sanitation in San Jose, <br /> general manager at BEST, and a former vice president of operations at Norcal for 20 <br /> years, stated their appreciation for the process and RFP. He stated his thought that they <br /> have the right proposal. He raised several concerns about only receiving a summary of <br /> the report about one week prior, lack of a protest system in the RFP, their ranking and <br /> how it was indicated in the report. <br /> Bayside Environmental Service and Transfer (BEST) - Mr. Doug Button, principal and <br /> vice president at BEST and president of South San Francisco Scavengers for twenty-two <br /> years, said they have no comments or criticism of selection committee recommendation, <br /> but that it is hard to respond when they were only given a summary and none of the <br /> SBWMA reports. He said the biggest factor is the number of hours and the need to <br /> compare apples to apples. He asked Council to not make a hasty decision. <br /> Norcal Waste Systems of San Mateo County (Norcal) - Mr. John Sirelli, president of <br /> Norcal, thanked the SBWMA for their selection and proposed no additional costs. He <br /> said that they will have and do the following: drive hybrid pickups, 16 customer service <br /> representatives, a computer system connecting all jurisdictions where they can access, <br /> review, and update customer accounts, all calls will be answered by a live person, eight <br /> new recycling coordinators, portable DVD players where they can show customers how <br /> to recycle, all customers will receive a DVD on how to recycle and the proper set out <br /> method, five trucks dedicated to bulky pickup to maximize diversion and for next day <br /> service, and free onsite document destruction program to prevent identity theft, and <br /> compost giveaways.
