Recommendation: <br /> By resolution: <br /> 1. Approve the SBWMA Collection Services RFP Selection Board <br /> Recommendation to select Norcal Waste Systems of San Mateo County for <br /> both the North and South Districts ("Combined Districts"). <br /> 2. Authorize the City Manager to commence negotiations with Norcal Waste <br /> Systems of San Mateo County for the Franchise Agreement for Solid Waste, <br /> Recyclable Material, and Organic Material Collection Services with <br /> consultation by the SBWMA. <br /> 3. Direct the City Manager to return a final Franchise Agreement for Solid <br /> Waste, Recyclable Material, and Organic Material Collection Services to the <br /> City Council for execution. <br /> RESOLUTION No. 14898 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> TO APPROVE THE SOUTH BAYSIDE WASTE MANAGEMENT AUTHORITY (SBWMA) <br /> COLLECTION SERVICES REQUEST FOR PROPOSALS (RFP) BOARD <br /> RECOMMENDATION TO SELECT NORCAL WASTE SYSTEMS OF SAN MATEO <br /> COUNTY FOR BOTH THE NORTH AND SOUTH DISTRICTS <br /> Mayor Foust said they would hear the staff presentation first, public comment, and then <br /> the proposers for no more than 10 minutes each. She then proposed taking public <br /> comment first since there were still families with young children present in the audience at <br /> this late hour. City Council, staff and the proposers agreed to this approach. <br /> Mr. Ponty gave the staff presentation to Council (presentation on file) regarding the <br /> request for proposal (RFP) process, how and what the proposers were asked to present, <br /> the evaluation and scoring criteria, and the Selection Committee's recommendation to <br /> Council. <br /> Mayor Foust thanked staff, South Bayside Waste Management Authority (SBWMA), and <br /> the proposers for their work. <br /> Public Comment: <br /> Cathy Platt, a resident of Redwood City, stated that she is a satisfied customer of Allied <br /> Waste and that this process is new to her. She said she came out to support Allied <br /> Waste because she thinks they are efficient and hardworking and she has been <br /> impressed. She questioned people's loyalty to the agencies that they have used and <br /> suggested residents be asked how they might like things to improve. <br /> Charles Krystofiak, a resident of Redwood Shores, stated that he has seen the level of <br /> service decline with missed pickups, messes left after pickups, cans being inconsistently <br /> emptied, and how he has been unable to get a live customer service representative on <br /> the phone.
