<br />B.1 Presentation by the Civic Cultural Commission and staff. <br /> <br />Warren Dale, Chair of the Civic Cultural Commission, presented an overview of what that <br />commission is developing (presentation on file). He presented two pieces of public art and <br />explained his views on the value of public art. Commissioner, Jason Newblanc, <br />addressed the Council explaining the public benefit of art and various funding possibilities. <br />Mr. Newblanc also shared what other cities are doing. He commented that it was the goal <br />of the commission to be aligned with the Council's goals. <br /> <br />(Break for reconvening in Joint Study Session with the Civic Cultural Commission <br />Members). Council took a break from 8:23 p.m. to 8:30 p.m. <br /> <br />The Council and the Civic Cultural Commission took their seats in Study session mode. <br /> <br />B.2 Public Comment. <br /> <br />Dennis Logie, President of the Redwood City Clergy Association, opined that there is a <br />wide variety of art in the religious community from music, to dance, to sculpture to theater. <br />Chaplain Logie gave a number of examples from cities, to churches, to theaters, that use <br />art as an extension of their mission. Chaplain Logie also commented on various concerts <br />that occur downtown Redwood City. He would like to see the richness of all these artistic <br />expressions better publicized and coordinated. <br /> <br />B.3 Discussion between City Council and the Civic Cultural Commission <br />Regarding Public Art. <br /> <br />Council posed questions to the Commission about what does it mean to support public art. <br />The Commissioners shared their views on what this means to each of the members. One <br />of the commissioners explained how the Redwood Shores Library bird bath came to pass <br />and the process leading up to its implementation. It was suggested that the Civic Cultural <br />Commission playa role in sharing what is being done or bringing awareness to Council <br />about what is in the pipeline. <br /> <br />Council discussed making Redwood City a cultural and artistic destination for the <br />peninsula and this could be a role the Commission could take on. One Council Member <br />believes that while Redwood City does not have a Percent for Art policy, in reality it has <br />already been doing it. Mayor Foust said that she would prefer a concerted effort between <br />the Commission and the Council and have the proposals vetted through the City Attorney. <br />One Council Member explained the need for an inventory of what exists in the form of <br />public art. <br /> <br />Discussion ensued about what makes people want to come back to a certain city. Boston, <br />Palm Springs and Puerto Vallarta were discussed because of their character, appeal and <br />identity. Council and Commissioners discussed developing a process to clarify who will <br />make the decisions and possibly including the Pride and Beautification Commission. One <br />suggestion was made to pull together a team to develop such a process.
