Mayor Foust attended the grand opening of the First Gemini Ferry in San Francisco and she complimented Vice Mayor Howard for being a speaker at the event. Vice Mayor Howard added that last week the Transportation Authority (T A) approved 15 million dollars to continue the work for a water terminal in South San Francisco. She thanked Mayor Foust, Chair of the TA, for and possibly helping with that action. Council Member Hartnett said that the Planning Commission will be meeting tomorrow regarding alternatives for the Bayfront study as well as the land use map. He asked for information from the City Manager and stated that staff should not be making a recommendation on this matter. He also did not think a map should be circulated with a qualitative decision about a change. Council Member Hartnett believes it is the role of the City Council and the Planning Commission to look and select the alternatives and he'd prefer if the Council has an opportunity to comment first. He views this as such a big matter that it is important for the Council to be involved and have an opportunity to comment. One Council Member asked if the process differs from previous ones. Mr. Yamamoto said that in this case this is a whole new General Plan and the bayfront is a big issue and there is no precedent to compare this to. Council asked that this be included in a future agenda so that the Council may discuss process. Mr. Ingram suggested that staff communicate to the Planning Commission that the Council wants to weigh in. Mayor Foust said that the information that goes to the steering committee should go to the full Council and that she would like a meeting with the stakeholders just as Council had directed. The City Manager will tell the Planning Commission to hold off. Council Member Aguirre said that the community would benefit from information on the digital information shift and the converter boxes. This information will be given out in both languages and will be on the website and will be streamed prior to the Council meetings. Council Member Ira spoke about the South Bayside System Authority (SBSA) creating gasoline through its biodigestors. He said this will help reduce the carbon footprint at SBSA. The Mayor said this item will be on the agenda sometime in early 2009. A. Legislation (information only) - This sub-section involves possible discussion of City Position on Proposed Legislation described in the League of California Cities Priority Focus Bulletin No. 45-2008. Council may direct staff to act on positions taken by Council. (Copies of League of California Cities Priority Focus available in City Clerk's Department). Mayor Foust behalf of the City Council wished a Happy Holiday to the community.
