Jones-Thomas <br /> <br />Subject: Proposal - Soil and Groundwater Investigation <br />611 Heller Street, Redwood City, California <br /> <br />Dear Ms. Jones-Thomas: <br /> <br />Fugro West, Inc. (Fugro) is pleased to submit this proposal to the City of Redwood City <br />Housing and Redevelopment Division to conduct a soil and groundwater investigation for the <br />proposed residential development to be constructed at 611 Heller Street, in Redwood City, <br />California (Site). This scope and cost estimate has been prepared based on the results of our <br />previous Phase I Environmental Site Assessment (Fugro 2007) and our discussion with the City, <br />The purpose of the proposed investigation is to evaluate the potential presence of hazardous <br />materials in soil and groundwater at this redevelopment Site. <br /> <br />BACKGROUND <br /> <br />The Site is located in a residential area located near the downtown portion of the City of <br />Redwood City. The Site is situated on the city block bounded by Cedar Street to the west, <br />Middlefield Road to the north, Chestnut street to the East and Heller street to the south. Land <br />use in the vicinity of the Site is predominately residential. <br /> <br />Fugro conducted a Phase I Environmental Site Assessment at the subject site in <br />December 2007, which included an asbestos and lead-based paint survey. Results of the <br />assessment identified the following recognized environmental conditions: <br /> <br />· Results of the building material survey detected trace concentrations of asbestos <br />containing materials (ACM) in the various building materials and the presence of lead <br />in the painted surfaces. <br /> <br />· Shallow soil at the Site may contain remnant concentrations of lead from lead-based <br />paint. <br /> <br />· Groundwater below the Site may contain total petroleum hydrocarbons (TPH) and <br />other chemicals of concern resulting from 1) historic use of a nearby property (former <br />city water works facility with boilers and artesian wells, and former city corporation <br />yard, and 2) impacted groundwater known to exist at a nearby gasoline station. <br /> <br />A member of the Fugro group of companies with offices throughout the world. <br /> <br />
