<br />~. <br />~ <br /> <br /> <br />City of Redwood City Housing and Redevelopment Division <br />February 6, 2009 (Proposal No. 09.027) <br /> <br />The ACM and lead were abated and the residential structure and full basement were <br />recently demolished. Fugro recommended that potential soil and groundwater impacts be <br />investigated prior to construction. We understand that the project has not yet been finalized, but <br />will include construction of a residential building at the Site. <br /> <br />PROPOSED SCOPE OF SERVICES <br /> <br />Fugro proposes to conduct a soil and groundwater investigation concurrent with our <br />geotechnical investigation to evaluate the potential presence of petroleum hydrocarbons, <br />chlorinated solvents, chlorinated pesticides, asbestos, and heavy metals including lead at the <br />Site. The scope and services of our geotechnical investigation is submitted under a separate <br />proposal. The soil and groundwater investigation will be conducted using standard industry <br />practices for worker health and safety, as well as for sample handling and documentation. <br /> <br />PRE-FIELD ACTIVITIES <br /> <br />Our geotechnical investigation proposes the advancement of three borings across the <br />Site, two within the footprint of the previous basement area. Fugro will mark the proposed <br />boring locations, notify Underground Service Alert (USA), and contract a private utility locator to <br />clear the proposed boring locations. The boring locations proposed in our geotechnical <br />investigation may be moved pending the results of the utility survey. Fugro will also procure the <br />necessary drilling permit from San Mateo County Environmental Health Department for the <br />proposed locations, and coordinate with the City and County during the field exploration. <br /> <br />SOIL AND GROUNDWATER INVESTIGATION <br /> <br />Shallow soil and grab groundwater samples will be collected from each of the three <br />proposed geotechnical boring locations. Additionally, four surficial soil samples will be collected <br />from the Site to test for total lead and chlorinated pesticides. These surficial samples will be <br />collected from the vicinity of the former residential structure. <br /> <br />Selected soil and groundwater samples will be submitted to a state-certified chemical <br />laboratory for chemical analyses. For purposes of this proposal, we assume that in addition to <br />the four surficial soil samples, two soil and one grab groundwater sample from each <br />geotechnical boring will be submitted for chemical testing. <br /> <br />Subsurface conditions will be logged in accordance with the Unified Soil Classification <br />System (USCS). Fugro's field personnel will screen soil samples in the field using an Organic <br />Vapor Meter (OVM). Samples will be labeled, stored on ice, and transported to the analytical <br />laboratory under appropriate chain-of-custody documentation. Drilling spoils will be drummed, <br />labeled, and disposed, most likely as non-hazardous waste.
