Council Member Hartnett recused himself. <br /> Pat Webb, Housing and Development Manager, said this is an information item. She <br /> explained this is before Council in draft form and the goal is to bring it back on January 26, <br /> 2009. She said that this is an exciting project and it will be the first of many projects to <br /> come. <br /> Mayor Foust asked if the neighborhood is aware of this change and if this is temporary. <br /> Ms. Webb said that there is no time limit in the document and regarding the neighborhood <br /> staff was treating this as a ministerial matter. Mayor Foust is not comfortable without <br /> notification to the neighborhood because the project has changed. Mayor Foust <br /> understands the market conditions but she believes the neighbors need to know. One <br /> Council member thought sending out a letter would be a good idea. The same Council <br /> Member asked what happens if the market improves. Mayor Foust would like a time <br /> frame specified in the document. She believes that the developer should also disclose the <br /> fact of what happened and what this means for neighborhood. Vice Mayor Howard <br /> agreed that the neighbors should be notified. It was suggested that HEART (Housing <br /> Endowment and Regional Trust) be looked as a possibility to assist the developer. <br /> Mr. Lamb addressed the Council and said he could not commit to some type of lease but <br /> he thanked staff for its help. He said that this is an unfortunate situation and he is <br /> committed to having the neighbors informed. <br /> One Council Member said he is not willing to go further than a finro year window as a <br /> maximum allowance of the rental units. Council agreed that a letter needs to go out to all <br /> the neighbors who were involved in the public hearings and the letter is to go out not too <br /> close to the January 26 2009 meeting so the neighbors have ample notice. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> Priority Focus Bulletin No. 46-2008 and 47-2008. Council may direct staff to act <br /> on positions taken by Council. (Copies of League of California Cities Priority <br /> Focus available in City Clerk's Department). <br /> Mayor Foust announced the City Selection appointments that took place at the Council of <br /> Cities Meeting in Colma on December 19, 2009. Mayor Foust and Council Member <br /> Hartnett were reappointed to their seats (Transportation Authority and SAMTRANS <br /> respectively) and Vice Mayor Howard was appointed to the HEART seat. <br /> Council Member Ira commented on newspaper articles he saw over the holidays criticizing <br /> Nori Jabba and Jeri Robinson, and when he found out how much it crushed those two <br /> women he was infuriated. He was hoping for more collaboration but instead he heard the <br /> criticism and he is disappointed. He did not like the fact that citizens attacked other <br /> citizens and that is upsetting.
