Ordinance prohibiting smoking in all Redwood City Parks. <br /> Recommendation: <br /> Introduce an ordinance amending Section 25.2.02 (L) of the Redwood City <br /> Municipal Code to prohibit smoking in all Redwood City parks. (708) <br /> Minute Order 09-026 <br /> ORDINANCE AMENDING SECTION 25.2.02 (L) OF CHAPTER 25, ARTICLE I. PARKS <br /> OF THE REDWOOD CITY MUNICIPAL CODE <br /> Chris Beth, Superintendent for Parks, Recreation and Community Services, presented the <br /> report and introduced Shawn White, Chairperson for the commission. Mr. White <br /> explained that various surveys were sent out and other means were also used to get the <br /> pulse of the community on this issue. Mr. Beth provided statistics showing that those who <br /> responded or were engaged supported the proposed ordinance. <br /> Mayor Foust asked for public comment. <br /> Mary Brown opined that a ban like this is excessive. She believes this should be put to a <br /> vote of the people. She believes her generation is composed mostly of smokers and in a <br /> way she believes this is taking away senior rights. <br /> Joey Sciarra Jr. spoke on the same matter sharing concerns that this can be viewed as an <br /> encroachment of freedoms. He believes this is a lose/lose proposition. Mr. Sciarra Jr. <br /> believes the real problem is that smokers can be inconsiderate to those around them. <br /> Council Discussion: <br /> One Council Member inquired about the enforcement portion of the ordinance. Mr. Beth <br /> explained that there would be a warning and then a citation would be issued. Council <br /> inquired about outreach to the community and Mr. Beth explained that 86% of those <br /> surveyed were in favor of this approach. Council Member Aguirre thanked staff for its <br /> work and her main concern are the children, and so she will support this ordinance. <br /> Council asked if this included the Courthouse Plaza and staff said it did not. One Council <br /> Member clarified that the restrictions to be imposed are on public property and not on <br /> private property. <br /> M/S Aguirrellra to introduce the ordinance.
