8. PUBLIC HEARING (taken out of sequence and before item 7.8.) A. Solid Waste Collections Rate Increase. Recommendation: It is recommended that the City Council approve by resolution a 1.6% increase in the overall revenue requirement for Allied Waste Industries, the City's franchised waste hauler, effective February 10, 2009 and approve the implementation of a progressive rate structure for commercial subscribers. For typical residential customers who have one 32-gallon container picked up once a week, the increase will amount to $0.24 per month. (803) RESOLUTION 14921 ESTABLISHING SOLID WASTE COLLECTION RATES FOR THE CITY OF REDWOOD CITY Mr. Ponty, Director of Finance and Financial Planning Services, presented the staff report providing details on the rate increase. For the record he explained that six protests had been received. The utilities committee had also reviewed this information at two different occasions. He introduced staff from Allied Waste present to answer any questions if necessary. They were Mr. Boyd, General Manager and Ms. Chicconi, Environmental Relations Manager who were ready to answer any questions Council might have. One Council Member inquired if residents could reduce containers' size. Mr. Ponty confirmed that was the case. One Council Member explained that these rates are based on current consumption values and what it will mean on a monthly basis. Mayor Foust opened the public hearing. Jim O'Connor referred to the various increases he has seen in the last few years. He is concerned that all these raises are hard right now when people are struggling with other bills. Mr. O'Connor submitted a written protest with multiple signatures. Luis Mendonza said he agrees with Mr. O'Connor and one of his complaints is that all services are going up. He complained about the collectors who don't always pick up the garbage. He asked for consideration of those who are struggling in this economy. He asked Council to oppose the rate increase. Margarita Ramirez said this is the first time she has spoken at a Council meeting but she found this an important issue. She stated that unemployment is a serious concern and this increase will be hard. She collected signatures from the neighbors and she feels she can get more signatures if need be. M/S Ira/Pierce to close the public hearing. Motion carried by unanimous voice vote. One Council Member provided details on the rate increase and how Allied Waste will not be making more money. Another Council Member suggested more recycling as a city and a way to save is to decrease the size of the containers. Council was supportive of the neighbors communicating and getting involved in the solution and encouraged residents to communicate with Allied Waste when problems arise.
