Motion carries unanimously. <br /> Mayor Foust announced a five-minute break at 8:20 p.m. Council restarted the <br /> meeting at 8:25 p.m. Council addressed item 7.8. next. <br /> B. Study Session: Proposed California High Speed Rail Project — San Francisco to <br /> San Jose Section, on the Caltrain Corridor. (Taken out of sequence) <br /> Recommendation: <br /> 1. Provide input to staff for use in the City's official scoping comments letter to the <br /> California High Speed Rail Authority (Authority), in response to the Notice of <br /> Preparation of Environmental Impact Report/Statement (EIR/EIS). <br /> 2. Discuss possible policies, principles, and guidelines that the City Council may <br /> wish to create outlining the community's best interests related to the proposed <br /> project, and its potential implementation alternatives. <br /> City Manager Ingram introduced the item (presentation on file) and asked for <br /> Council direction. Mayor Foust asked for public comment. <br /> Greg Greenway, with Seaport Industrial stated that the local Chamber of <br /> Commerce has been watching this issue for a number of years. As Chair of the <br /> Transportation and Housing Commission for the Chamber of Commerce he views <br /> the City and the Chamber as partners. As Executive Director of the Seaport <br /> Industrial he asked that the Council consider the freight capacity issue. <br /> Vice Mayor Howard asked about an upcoming meeting at the Chambers on this <br /> topic. Mr. Greenway provided details and said there are seven slots left. <br /> Jim Bigelow, with the Redwood City/San Mateo County Chamber of Commerce <br /> said that various Chambers will be coming up with various points to be placed into <br /> the EIR scoping comments. Mr. Bigelow explained that this is a large project and <br /> so mitigations will need to be considered. He made a distinction between lighter rail <br /> and high speed rail. <br /> Mayor Foust disclosed the various seats that Council Members serve on regional <br /> bodies that also discuss this issue. Electrification and High Speed Rail were <br /> discussed in detail. Council consensus was to include all the items on the <br /> checklist of the staff report as comments to be part of the EIR scoping. In <br /> addition, there was consensus to include items from Council Members Bain <br /> and Pierce's memo (on file) and items from Council Member Hartnett's memo <br /> (on file). <br /> Mr. Ingram suggested that the letter include as many possible pertinent questions <br /> because then these will be on record.
