7A Page 2 New General Plan . Administrative Draft Elements. The General Plan consultant has begun to write the administrative Draft Elements of the New General Plan. The first element to be written is the Housing Element. Staff has already reviewed the document and made revisions. Staff will present the draft document to the Planning Commission and Housing and Human Concerns Committee on March 31. Following their review and comment. staff will then send the document to the State Department of Housing and Community Development (HCD) for their 60 day review. Staff has attached the Housing Plan which includes draft goals, policies and programs from the Housing Element so that the Council has the opportunity to comment prior to the HCD review if it so desires. The Council members may review this document and provide comments to staff prior to the HCD review. There will be other opportunities to comment at a later time. A copy of the entire Administrative Draft Housing Element is available in the City Clerk's Office. Other Elements and sections are being written, and staffwitl be reviewing them in the upcoming weeks. . Park and Facilities Needs Assessment: On Feb. 25, the Parks, Recreation and Community Services Commission held a joint meeting with the Planning Commission to review the previously prepared Park and Facilities Needs Assessment recommendations and determined which policies should be appropriate for the New General Plan. The Commissions' comments and suggested policies were provided to the General Plan Consultant so as to be included in the document. Schedule Staff/consultant team continues to work very hard to meet the proposed schedule. The team is making every effort to complete the New General Plan and EIR in the Fall, 2009, as originally proposed. An administrative Draft of the New General Plan together with the EIR will be issued for public comments in mid summer (with copies also presented to the Planning Commission and City Council). Staff anticipates that the Planning Commission will then adopt the documents in early to mid October, 2009, while the City Council will formally consider the New General Plan in late October, 2009.
