<br />REPORT. <br /> <br />6.1H <br />Page 1 <br />To the Honorable Mayor and City Council <br />From th,e Cit : M:anCil. er <br />", ." . . . .... <br /> <br />March 23, 2009 <br /> <br />SUBJECT <br />Award Contract to Waterworks Industries, Inc. for Redwood Shores Lagoon Aquatic <br />Plant Management and Environmental Engineering Services <br /> <br />RECOMMENDATION <br />1. Approve by motion a two-year Agreement with Waterworks Industries, Inc. <br />(Waterworks) of Windsor, California to provide aquatic plant management and <br />environmental engineering services to the Redwood Shores Lagoon for the amount not <br />to exceed amount of $198,400.00 for each year of Agreement <br /> <br />2. Authorize the City Manager to amend the Agreement for three additional one-year <br />periods or parts thereof for the not to exceed amount of $198,400.00 per each <br />Amendment period. <br /> <br />BACKGROUND <br />On October 31, 2008, the Public Works Services Department issued a Request for <br />Proposals (RFP) to qualified finns to provide aquatic plant management and <br />environmental engineering services for the Redwood Shores lagoon. Public Works <br />Services mailed the RFP to seven known firms that provide aquatic plant management <br />services. Staff received three sealed proposals on the due date, December 3,2008. A <br />selection committee reviewed the proposals and ranked each according to ,the scoring <br />matrix and selection criteria contained in the RFP. The selection committee evaluated <br />the proposals based on the following criteria: 1) completeness of the proposal, 2) <br />integrity of the Proposed Work Pian, 3) Qualifications of the firm and the personnel, and <br />4) estimate of the total cost of tDe work <br /> <br />The three firms submitting proposals are listed below in ranked order: <br /> <br />1. Waterworks Industries, Inc., Windsor, CA <br />2. Ctean Lakes, Inc., Martinez, CA <br />3. PMC Aquatics LLC, Rancho Cordova, CA <br /> <br />Staff recommends that City Council approve an Agreement with Waterworks to provide <br />aquatic plant management and environmental engineering services. The Scope of <br />Services is consistent with the Redwood Shores Lagoon Management Plan (Revised <br />July 2003), which provides the basis for contractor adherence and City compliance with <br />the regulatory requirements. Further, staff recommends that the City Council grant <br />authority to the City Manager to amend the Agreement for no more than three additional <br />years, in one-year periods or parts thereof at the same not to exceed amount. The <br />optional amendment years will be based on the satisfactory performance of the <br />contractor, the City needs, and the appropriation of funds by the City Council. <br /> <br />The services provided by Waterworks require use of specialized equipment (harvester), <br />and technical staff licensed by the California Department of Pesticide Regulations <br />
