Their <br />. approach and practices for maintaining the lagoon are consistent with the Lagoon <br />Management Plan, comply with regulatory mandates of the San Francisco Bay Regional <br />Water Quality Control Board (regulator) and have resulted in improved water quality and <br />few resident complaints over the years. <br /> <br />AL TERNA TIVES <br />There is no reasonable alternative to a contractual agreement with a qualified vendor for <br />these specialized services. The equipment and expertise required to perform these <br />services is highly specialized and not available through in-house staffing. <br /> <br />FISCAL IMPACT <br />The Fiscal Year 2008-2009 operating budget approved by City Council contains funds <br />specifically budgeted for these lagoon maintenance services.
