Upon expiration of the'1988 Measure A tax, the Transportation. Authority <br />will bear responsibility for any outstanding debt incurred under the 1988 <br />Measure A progran1 and all remaining assets under that program will' <br />ren1ain assets of the Transportation Authority to be administered U1i.der <br />this Transportation Expenditure PIa,n.' In the event that any funds from <br />the 1988 Measure A progra111 l"elnam unexpended as of the expiration of <br />the 1988 11easure A tax, the Transportation Authority willl~eal1ocate such <br />funds to complete any project that V\Tas com111enced urider any category in <br />the 1988 Measure A program. If any funds remain unexpended after <br />reallocation to c0111plete projects under the 1988 Measure A program, the <br />funds will be allocated in accordance with the percentage distributions to <br />the Progran'1 Categories contained in this Transportation Expenditure Plan. <br /> <br />D. Use of the retail transactions and use tax under this Transportation Expenditure <br />Plan \.vill be subject to the following restrictions: <br /> <br />1. The tax proceeds,must be spent for the purposes of funding the <br />tra.nsportation progranls and projects as allowed in this Transportation <br />Expendi ture Plan and ll1ay not be used for other purposes. <br /> <br />2. In accordatlce'\AJith California Public Utilities'Code Section 131100, the tax <br />proceeds will be used to supplenlent, and nlay not be used to replace, existing <br />local property tax or other local revenues used for transportation purposes. <br /> <br />3. The tax proceeds will be expended in San Mateo County, except that any <br />expenditure for the Caltrain I111prove111ent Project under the Transit Program <br />Category Inay be l1'1ade for systeu1wide costs and expenditures for the ' <br />Highway Program Category may be made for projects that reasonably <br />include project costs that Ininimally extend into adjacent counties. <br /> <br />TRANS.. 18 <br /> <br />33 <br />
