<br />1.0. <br /> <br />1.1 <br /> <br />EXHIB1T..A <br /> <br />SCOPE OF WORK <br /> <br />State and Federal Environmental Regulatory Agency <br />Permitting Assistance for the Redwood Lagoon Maintenance <br />Dredging Project, <br />Redwood City, San Mateo County, California <br /> <br />.~ <br /> <br />DESCRIPTION OF SERVICES ~ //:. \( ~ <br />2 3;d~ 0- 3C1/Pe?d?,.,,L.- -rZ//a/ <br />Environmental Re ator Re uirements: The project involves maintenance dredging <br />of approximately: . , cubic yards of material from Redwood Lagoon at Redwood <br />Shores. Permitting with a number of agencies will be required through the Corps Dredge <br />Material Management Office (DMMO). The Consolidated Dredging-Dredge Material <br />Reuse/Disposal Application will be sub~tted to the DMMO and will serve as the <br />application for a Section 404 or Section 10 dredging authorization by the San Francisco <br />District of the U.S. Army Corps of Engineers and water quality certification or waste <br />discharge requirements from the San Francisco Bay Regional Water Quality Control <br />Board (RWQCB). Authorizations from the RWQCB cannot occur until after they receive <br />notice of compliance with the California Environmental Quality Act (CEQA). This <br />proposal assumes that Redwood Lagoon is not subject to the jurisdiction of the San <br />Francisco Bay Conservation and Development Commission (BCDC), and that a <br />Streambed Alteration Agreement from the California Department of Fish and Game <br />(CDFG) will not be necessary. <br /> <br />Potential habitat for the federally-listed salt marsh harvest mouse and California clapper <br />rail occur adjacent to the Redwood Lagoon near the intake area out board of the City's <br />flood protection levee!, and fish species, possibly including special status species, may <br />occur within Redwood Lagoon. Because federally-listed species may be affected by the <br />project, the Corps may consult with the U.S. Fish and Wildlife Service (USFWS) and <br />NOAA Fisheries (National Marine Fisheries Service, NMFS) pursuant to Section 7 of the <br />Endangered Species Act prior to permit authorization. Coordination must also be <br />accomplished with NMFS by the Corps regarding the potential loss of Essential Fish <br />Habitat. <br /> <br />Two separate phases for disposal of dredge spoils are described in the proposal. Phase 1 <br />of the proposal focuses on permitting dredging the lagoon with the assumption that all <br />dredge spoils .will be disposed of on an agency-approved site accepting dredge disposal <br />and/or in an upland location. Phase 2 of the proposal assumes implementation of a <br />dredge disposal plan where all or part of the dredge disposal will be placed within the <br />Preserve at Redwood Shores Preservation Area (also referred to as Area H).
