<br />tidal restoration/wetland mitigation currently being implemented within Area H, and <br />amendments to the permits from the Corps, RWQCB, USFWS and NMFS that have been <br />obtained for the Preserve at Redwood Shores Mitigation Bank. As Area H is within the <br />jurisdiction of BCDC, an amendment to an existing BCDC permit for wetland restoration <br />of Area H may also be required. The Corps cannot amend their permit for Area H <br />without receipt of official notification of State 401 Water Quality Certification or a <br />waiver thereof from the RWQCB and receipt of a Consistency Determination from the <br />BCDC. <br /> <br />Evidence that the project is in compliance with CEQA is necessary for the RWQCB to <br />issue their authorizations. A CEQA document in the form of a Mitigated Negative <br />Declaration or Environmental Impact Report (EIR) will be prepared by the City of <br />Redwood City. The biological resources information contained within these documents <br />can be based on an ecological evaluation report prepared by HBG. Tasks below include <br />HBG assisting by providing a Biological Assessment report for the City's use in <br />conducting their CEQA analysis. HBG will also be available to review environmental <br />documentation prepared by the City and/or third party consultant(s) throughout the <br />CEQA process. <br /> <br />1.2 Assumptions Regarding W~at Client Will Provide HBG <br /> <br />a. This proposal assumes that the client will contract for and provide detailed <br />topographic mapping, engineer level design documents and plans, project and <br />development boundaries, as needed in a printed and digital CAD format. Digital map <br />and plan drawing data is to be provided in a state plane coordinate system so that <br />drawings can be georeferenced ont,o an air photo base map. <br />b. This proposal assumes that the dredge spoils have been tested and are suitable for <br />aquatic disposal within the four sites currently authorized for unconfined aquatic <br />disposal in the San Francisco Bay region, and are suitable for use in wetland <br />restoration in the event disposal takes place within Area H. <br />c. This proposal assumes that all required agency permitting fees will be paid directly by <br />the client to the relevant agency. These agencies include Corps, RWQCB and BCDC. <br /> <br />2.0 Tasks <br /> <br />Phase 1. Maintenance Dredging and Disposal in Upland location or Authorized <br />Disposal Site <br /> <br />Task 1. Prepare Consolidated Dredging-Dredge Material Reuseffiisposal Application. <br />HBG will prepare and submit the Consolidated Dredging-Dredge Material Reuse/Disposal <br />Application to the DMMO for dredging of approximately 60,000 cubic yards of material from <br />Redwood Lagoon. This application will serve as the application for a Section 404 or Section 10 <br />dredging authorization by the San Francisco District of the Corps of Engineers and water quality <br />certification or waste discharge requirements from the RWQCB. Upon client approval, HBG <br />will provide the permit application and required documentation to the DMMO for review and . <br />approval.
