Task 5. Coordinate Section 7 Consultation with USFWS and NMFS: HBG had significant
correspondence with NOAA Fisheries which agreed to a condition that the City of Redwood City
survey the proposed dredging areas for widgeon grass and transplant widgeon grass into these
areas after the dredging is completed. HBG is separately seeking approval from the City of
Redwood City to conduct this widgeon grass survey prior to the beginning of the dredging.

The additional budget that was required to complete this task is reflected in Table 1
( +$2,973.26).

Task 7. Client Coordination: Due to the discovery of high P AH sediment and the resulting
work required to obtain the Corps and Regional Board permits outlined in Task 1, additional
coordination with the City and City's contractors were required. Coordination to resolve the
high P AH sediment issues included conference calls, emails, written correspondence, and
meetings.

HBG also assisted the City of Redwood City in seeking alternative disposal sites for the
sediments that DMMO determined were "unsuitable," including placing the higher-PAH
material in the Area H borrow ditch as "foundation material" beneath suitable sediments that
would be placed over them. As part of this effort, HBG led the Corps and Regional Board staff
on a field trip to the Area H disposal site, and determined that the depth of the existing borrow
ditch was insufficiently deep for placing "foundation material." HBG also evaluated use of the
higher-P AH sediments within levees on nearby properties, as well as consideration of using the
material within a wetland mitigation effort on a previously-permitted project. HBG also assisted
the City of Redwood City in revising its bid amendments for the potential dredging contractors.

Recently, the City has requested that HBG be present and provide support for the October 22,
2009 public meeting. HBG provided photos, figures and assisted in developing a formal
PowerPoint presentation. HBG representative will also attend the meeting as requested by the
City. It is anticipated that 20 additional hours of work plus expenses will be necessary to assist
the City and attend this public meeting and an additional 30 hours may be needed to coordinate
with the City and/or City's sub-contractors and Max Keech prior to or during the dredging
activity.

The additional budget required for work that was completed and additional work estimated to
complete this task is reflected in Table 1 (+$17,250).

Phase 2: DisDosal of Dredae Sooils within the Preserve at Redwood Shores
Preservation Site

Task 5. Client Coordination: The City requested a specific aerial photograph of the Redwood
Shores area for a presentation during the contract bidding process. HBG GIS staff worked with
City staff to provide the correct photograph in a format and size that was compatible for their
use.

J:\Redwood Lagoon Dredging\Proposal\Revision 2 Redwood Lagoon Budget Amend 1O-14-2009.doc

4
