Additionally, Max Keech requested that we obtain approval from the Don Edwards Wildlife
Refuge (Refuge) and USFWS Real Estate Department for the placement of dredge material
within the borrow ditch. HBG submitted material to the Refuge and USFWS Real Estate
Department for review and approval. Several follow-up phone calls and emails were made. On
August 31,2009 HBG received an email confirmation that placement of dredge material within
the borrow ditch was acceptable to the Refuge.

The additional budget that was required to complete this task is reflected in Table 1
(+$1,360.33).

Task 6. Agency Filing Fees: HBG submitted a filing fee in the amount of $1,048 on June 1,
2009 for the application to the BCDC Permit Amendment processing fee.

Task 7. Biological Monitor: In accordance with the Preserve at Redwood Shores Residential
Development and Conservation Area Project USFWS Biological Opinion dated July 3,2008, a
biological monitor must provide construction worker training on federal listed species and their
habitat and be present on-site for any construction or maintenance work within the conservation
area and.

HBG will provide salt marsh harvest mouse and California clapper rail training for all workers
on-site from the start of construction. It is anticipated that one (2 hours) salt marsh harvest
mouse and California clapper rail training session will be needed during dredging operations. As
part of the worker training, an informational brochure on salt marsh harvest mouse and
California clapper rail in Spanish and English will be distributed to all workers during training.
Instruction will be given regarding appropriate steps to take to avoid a potential endangered
species act violation if a mouse is located onsite (e.g. who to call, what not to do etc). Each
worker that receives the training will sign into a log and receive a sticker for their hard hat or
vest that will allow state or federal agency staff conducting site visit to identify who has received
training. HBG will also provide a biological monitor during all work within the conservation
area or on top of the levee. The biological monitor will have oversight of implementation of all
Terms and Conditions and minimizations measures included in the biological opinion and will
have authority to stop project activities if any of the requirements associated with the biological
opinion are not being fulfilled. The biological monitor will keep a daily log and photographs of
work conducted within the conservation area. It is anticipated that a maximum of 3 days (27
hours) will be needed to conduct biological monitoring within the conservation area.

The budget required to complete this task is reflected in Table 1 (+$5,200).

J:\Redwood Lagoon Dredging\Proposal\Revision 2 Redwood Lagoon Budget Amend 10-14-2009.doc

5
