<br />I~~ <br />11- <br />BkF <br /> <br />EXHIBIT fr-; - <br /> <br />APPROACH <br /> <br />Redwood Shores - Levee Improvements <br /> <br />PROJECT UNDERSTANDING <br /> <br />Our understanding of the levee improvements is based on a meeting with the City on <br />2/5/09 and a Levee System Existing Condition Report by Moffatt & Nichol. Levees <br />surrounding Redwood Shores vary in elevation ranges from 9' -1 0' and over 12'. A section <br />in the northeast portion of Redwood Shores is anticipated to be redeveloped and is <br />currently undergoing improvements including levee reconstruction by the developer. This <br />area (Area H), as well as the reach adjacent to the SBSA land (Segment III), is excluded <br />from this proj ect. <br /> <br />The goal of this project is to make improvements to the levee. Based on recommendations <br />from Moffatt & Nichol, crest elevations will be increased to meet FEMA requirements. <br />Reinforcement will be added to areas experiencing sloughing. <br /> <br />The design for the improvements will incorporate environmental guidelines provided by <br />others. <br /> <br />SCOPE OF SERVICE <br /> <br />Task 1. Data Collection and Alternative Evaluations <br /> <br />Task la. <br /> <br />Attend Coordination Meetings <br /> <br />BKF will attend one coordination meeting with City staff to discuss design concepts and <br />constraints. <br /> <br />Task lb. <br /> <br />Data Collection <br /> <br />BKF will perform a site walk in the locations of the deficiencies notes by Moffatt & <br />Nichol. <br />BKF will review the geotechnical report and recommendations from ENGEO. <br />No additional topographic survey is included at this time. <br /> <br />Task Ie. <br /> <br />Preparation and Evaluation of Alternatives <br /> <br />Based on design details and criteria from ENGEO, BKF will prepare exhibits representing <br />'three different alternatives; (1) earth embankment, (2) geo-cell embankment and (3) sheet <br />pile retaining wall. Improvement goals will be to increase the height of the levees while <br />taking into account future settlement. The minimum levee crest elevation, which will vary <br />per recommendations by Moffatt & Nichol, is intended to be maintained for a specified <br />period of time. We anticipate this increased height may be up to three feet. If Moffatt & <br />Nichol determines that the levee must be raised greater than three feet, use of a wall system <br />may be less cost. At the City's request, evaluation and design of walls can be provided as <br />an additional service.
