<br />88 <br />Page 53 <br /> <br />MRF DESIGN & EQUIPMENT EVALUATION <br /> <br />Equipment Selection Overview <br /> <br />MRF System Considerations <br /> <br />The SBWWA designed the RFP process with the intention of having the proposers' <br />design the MRF sorting system. The rationale for having the proposers provide the <br />design of the MRF sorting equipment is: 1) to benefit from the expertise of the proposing <br />companies, and 2) so that the proposers have confidence that the system will reliably <br />deliver the sorting efficiency that is reflected in their cost proposal. <br /> <br />The SBWMA feels that both short listed companies and the equipment suppliers that <br />they have partnered with are highly-qualified. The single stream systems proposed by <br />both HaC and SBR are both fully capable of meeting the SBWMA's goals and <br />specifications in the RFP. The primary consideration in the evaluation of single stream <br />systems is the degree to which the equipment is able to perform its function at the lowest <br />cost to the SBWMA which, in turn, is based upon the system's ability to process single <br />stream materials at a target throughput rate, to produce fully-sorted high-quality <br />commodities, efficiently use of sorter and operator labor, to function reliably with low <br />maintenance expense, and have low power/energy requirements. <br /> <br />To aid in the MRF system procurement process, the SBWMA's RFP established <br />specifications that were detailed in the RFP and that proposers and their respective <br />equipment vendors were required to meet (e.g., product quality and production capacity <br />of the sorting system). Using these parameters, the proposers worked backwards from <br />the prescribed finished products (Le, mill quality GNP) toward optimal MRF system <br />design. The evaluation of each proposed system is primarily based upon the following <br />criteria: <br /> <br />1. Process a high-volume materials - 30 tons per hour (tph) residential single <br />stream and 15 tph commercial single stream. <br /> <br />2. High value of recovered commodities - high-recovery of CRV container and <br />generate low-amounts of residue. <br /> <br />3. Low operating cost: <br /> <br />a. Maintenance and repair costs. <br /> <br />b. Labor requirements. <br /> <br />c. Utility costs. <br /> <br />d. Low volumes of residue generated for disposal. <br /> <br />4.
