SCBv81'lgln9 and Salvaging ~ Scavenged Items such as desks, electronics, and apparel <br />were observed. Measures must be implemented to prevent the unauthorized removal of solid waste by site personnel. <br />The LEA has also noted this as a violaUon on prevlou~ Inspection reports. <br /> <br />Violation: 14 CCR 17418.3 .. Traffic Control.. Traffic flow through the facility shall be controlled to prevent interference <br />with or creation of a safety hazard on adjacent pUblic roads or streets and to prevent on-site safety hazards. During <br />different times of the Inspection, CIWMB start observed customers queuing on pUblic streets at the DeGarmo Avenue <br />and Pendleton Street entrances. At the DeGarmo Avenue entrance, the queuing of customers on DeGarmo Avenue <br />Impeded the flow of through traffic by blocking the lane, thus requIring through traffic to use the oncoming traffic lane to <br />get by the facility. The operator did have personnel located near the DeGarmo Avenue and Pendleton Street entrances; <br />however, this did not prevent the queuIng of customer vehicles on public streets. In addition, the traffic flow on-site Is <br />very restricted and poses a hazard to on-site personnel (spotters In particular) as well 'as the customers that are <br />unloading. <br /> <br />Area of Concern: 14 OCR 17416.2. Lighting - The overall lighting for the facility Is effective; however, additional lighting <br />is warranted to better illuminate the commercial refuse tipping area. During CIWMB stairs observations, the lightIng to <br />portions of the commercial refuse tipping area were Impaired when commercial trucks were waiting to unload or When <br />more than one commercial truck was unloading. The operator is encouraged to conduct additIonal surveys to ensure <br />that the entire tipping area Is adequately illuminated during hours of darkness. <br /> <br />i <br />r' <br /> <br />~ <br /> <br />1. An RFI Amendment was recenUy fiJed and accepted by the LEA on September 16. 2008, to add an Alternative Odor <br />Management Plan to the Transfer/Processing Report (Report of Station Information). <br /> <br />2. The activities that occur on the unpermitted southwest property include, in summary: . <br />a. Construction, demolition, and Inert debris transfer and processing ~ CDI materials are stockpiled and sorted <br />through a conveyor system. At the time of the inspection, three excavators were working on the COI stockpile. Due to <br />the amount of COI material received and the size of the stockpile, the operator is encouraged to work with the LEA on a <br />system to ensure that the CDI materials are processed and sorted within 15 days of receipt <br />b. Green material and wood waste processing - Green m~terial and wood waste received are chipped and ground on <br />site and hauled to the operator's compostlng facility In Kern County and/or biomass facility. Temperature readings were <br />taken In one of the processed stockpltes and the temperatures were below 96 degrees F. Loads of processed green <br />material and wood waste were beina hauled during the Inspection. The lOA allows up to 10% contaminants by weight <br />In the green material end wood waste. Keep In mind, for a material to be considered green material, the material must <br />not contaIn greater than one percent of physical contaminants by weight. otherwise the material Is considered mixed <br />solid waste (see 14 CCR 17852(a)(21 and 26)). . <br />c. Supermarket trim and cull .. This waste stream is temporarily stored and then processed with green material for <br />transport to the operator's composting facility In Kern County. No odors or vectors were detected from this activity. <br /> <br />3. At the time of the Inspection, litter crews were observed picking up lilter around the perimeter and a street sweeper <br />was operaUng on DeGarmo Avenue and Pendleton Street. <br /> <br />4. The perimeter misting system was functioning at the time of the Inspection. <br /> <br />5. Reviewed the required records and all afe being adequately maintained. A copy of the llPP is maintained and <br />available for review on site. <br /> <br />i <br /> <br />. 'I <br /> <br />6. Observed operaUons personnel conduct a load check of a commercial load. No unacceptable waste was observed. <br />
