The storage and processIng of up to 1,700 tpd on 3.6 acres (including <br />ancillary facilities and actIvities) Is stretching the limits for sarely handUng solid waste at this facility. The scales are very <br />close to the entrance from the street leaving IitUe on-site space for queuing of vehicles entering the facility. The <br />operator does have their own vehicles use the scale across the street, but this has not alleviated the problem of vehicles <br />queuing on DeGarmo Avenue. The on-site traffic flow In the permitte.d area Is restricted and leaves very Ilute space for <br />site equipment and customer vehicles to maneuver within the facility. <br /> <br />The pile of waste upon arrival at 0330 In the commercial refuse tipping area was only a couple of hundred square feet <br />and approximately eight feet high; however, by noon, the waste extended to within approximately 75 feet of the main <br />exit and was 15-20 feet high. Vehicles unloading and cleaning ihelr'vehlcles were blocking the path for other vehicles to <br />unload, delaying the unloading times and backing up traffic. . . <br /> <br />8. CIWMB staff was informed that portions of the unpermitted southwest property activities may ocqur on a previously <br />closed landfill. As part of permitting this area for the existing or planned activities. consideration must be made with <br />regard to the design of any Improvements to the activities to make sure that adequate drainage controls are In place and <br />that the grading Is maintained to prevent ponding (see 27 CCR 21180 . Postclosure Maintenance and 21190 - <br />Postcfosure land Use). . <br /> <br />9.
