Mana ...~t <br /> <br />April 13, 2009 <br /> <br />SUBJECT <br />Recommendation for Shoreway Recycling and'Disposal Center Facility Operator <br /> <br />RECOMMENDATION <br />Alternative 1 <br />Provide Redwood City's Board representative with direction on how to vote on this <br />matter at the Aprif 23, 2009 South Bayside Waste Management Authority (SBWMA) <br />Board meeting, including how to respond in the event the Board becomes "deadlocked" <br />in this matter. <br /> <br />Alternative 2 <br />Staff recommends that the City Council direct Redwood City's Board representative to <br />vote to accept the Selection Committee's recommendation and begin negotiating an <br />agreement with South Bay Recycling, LLC (SBR) for the operation of the Shoreway <br />Recycling and Disposal Center (SRDC). <br /> <br />Council may also, as an element of this alternative, direct the City's Board <br />representative to request that the SBWMA allow SBR to recover the additional costs <br />associated with the sorters being covered by a collective bargaining agreement. <br /> <br />BACKGROUND <br />On November 1, 2007 the SBWMA issued two requests for proposals (RFP): one for <br />solid waste and recycling collection services and one for operation of the SRDC. The <br />goal of the RFP process is to provide enhanced recycling and waste collection services <br />and to put these services out to a competitive procurement process for the first time. <br /> <br />The SBWMA received seven proposals in response to the facility operators RFP. Each <br />proposer made public presentations at the May 22, 2008 Board meeting attended by <br />SBWMA agency officials, elected officials and the public (presentations are available on <br />the SBWMA's website). The seven proposers included the following companies: <br />1.' Allied Waste Services of San Mateo County (Allied) <br />2. Bayside Environmental Services & Transfer (BEST - a joint venture of Peninsula <br />Sanitary Group, South San Francisco Scavenger Company, Green Waste Recovery, <br />and Zanker Road Resource Management) . <br />3. Greenstar, LLC (Greenstar) <br />4. Hudson Baylor Corp with Waste Solutions Group (HBC) <br />5. Norcal Waste Systems of San Mateo County (Norcal) <br />6. Republic Services, Inc. (Republic) <br />7. South Bay Recycling, LLC (a joint venture of Community Recycling & Resource <br />Recovery and Potential Industries ) <br />
