<br />Review and Action by SBWMA to Select a Facility Operator for Shoreway <br />The SBWMA established an Evaluation Committee to review and evaluate the <br />proposals and a Selection Committee (made up of agency officials 1) to make a selection <br />recommendation to the SBWMA Board. Several reports have been issued by these <br />committees that detail the selection process and the final recommendation to the <br />SBWMA Board. Reports and key decision points in this selection process ar.e as <br />follows (note all reports are posted on the SBWMA website): <br />· Facility operations RFP Issued; November 1, 2007 <br />· Proposals received from seven proposers; March 4, 2008 <br />· Proposer presentations; May 22, 2008 <br />· Proposal summary report issued; June 19, 2008 <br />· Evaluation and selection committee reports issued; July 17, 2008 <br />· SBWMA Board vote to short list companies; July 24, 2008 <br />· Evaluation and selection committee reports issued; January 15, 2009 <br />· Evaluation and selection committee reports dated; March 18, 2009 <br /> <br />88 <br />Page 2 <br /> <br />On July 24, 2008 the SBWMA Board approved a recommendation to short-list two firms <br />- SBR and HBC. Since that time, additional information has been gathered and <br />analyzed about these two proposers. <br /> <br />In the March 18, 2009 report the SBWMA facility operator selection committee <br />concluded that both short-listed firms are capable and qualified to operate the facility, <br />however, SBR's proposal is substantially less expensive than HBC's (difference of $1.6 <br />million dollars per year). The selection committee's final recommendation of SBR is <br />largely based on the substantial savings to the SBWMA ratepayers provided by the <br />company. <br /> <br />The Selection Committee's final recommendation of SBR has been based on research, <br />analysis, and evaluation conducted over a year-long process. In the evaluation process <br />seven proposers were individually scored based on criteria established in RFP (please <br />see Table 1).
