PROPOSED SCOPE OF SERVICES <br /> <br />The scope of services (tasks and subtasks) proposed by Wagstaff and Associates to complete <br />the DPP SEIR process is described below. <br /> <br />TASK 1. INITIAL SCOPING AND PROJECT DESCRIPTION <br /> <br />1.1 Initial Staff Meetina <br /> <br />Upon City authorization to proceed, an initial staff meeting will be conducted at the City, <br />including responsible City staff, City contract planner, City consulting legal counsel (optional), <br />SEIR Principal-in-Charge, and SEIR Project Manager to review and refine the SEIR work scope, <br />format, and schedule, and to review any specific additional information needs. <br /> <br />1.2 Proiect Description Update <br /> <br />The 2007 EI R project description will be updated as necessary for incorporation into the NOP <br />and SEIR. The update will: (a) summarize the project objectives and project description from <br />the 2007 EIR, (b) describe the 2007 EIR project description concerns raised by the Court (e.g., <br />the historic resources-related amendments to the DPP made by the City Council in its approval <br />actions were not incorporated into the 2007 EIR), and (c) provide a detailed description of these <br />and any other changes made to the DPP upon its adoption in 2007. <br /> <br />The project description update will also describe the City-proposed process of certifying the <br />SEIR and subsequent re-consideration and re-adoption of the DPP (i.e., the anticipated <br />sequence of additional Planning Commission and City Council actions). Similar to the 2007 EIR <br />and DPP approval process, no other new jurisdictional agency approval actions are expected to <br />be required. <br /> <br />1.3 Notice of Preparation <br /> <br />An administrative draft NOP will be prepared to describe the City's intent to prepare an SEIR in <br />response to the FSOD. The NOP will describe the specific Court-identified environmental <br />issues and concerns to be addressed in the SEIR (e.g., aesthetics/shadow, historic resources, <br />and alternatives). Five (5) copies of the administrative draft NOP will be delivered to City staff <br />and the City's consulting legal counsel for review prior to public release. <br /> <br />Based on City staff and legal counsel comments on the Administrative Draft NOP, a public <br />release version of the NOP will be prepared incorporating the necessary revisions. One (1) <br />camera-ready copy and/or PDF of the public release version will be delivered to City staff.
