<br />Wagstaff and Associates <br />City of Redwood City <br />November 13, 2008 <br /> <br />Contract Exhibit "A" <br />Downtown Precise Plan Additional CEQA Documentation <br /> <br />Page 2. <br /> <br />1.4 Scopina Meetina <br /> <br />For projects of statewide, regional and areawide significance, including a proposed local <br />legislative action (Le., re-adoption of the DPP), the lead agency is required to conduct at least <br />one IIscoping meetingll (CEQA Guidelines sections 15082, subd.; (c)(1) and 15206). Therefore, <br />another public scoping meeting will be required for the SEIR, preferably before the Planning <br />Commission. The SEIR Principal-in-Charge and/or Project Manager will attend one scoping <br />meeting to assist City staff in presenting and soliciting input on the proposed SEIR, scope, <br />preparation process and schedule. <br /> <br />TASK 2. PREPARATION OF SUPPLEMENTAL FINDINGS <br /> <br />For each Court-identified 2007 EIR environmental topic of concern, the issues identified by the <br />Court will be described, the existing conditions (the environmental baseline) relevant to the topic <br />will be summarized from the 2007 EIR, and a supplemental evaluation and identification of <br />potential project (DPP) impacts and associated mitigation needs will be completed, focusing on <br />the Court-identified concerns. Supplemental environmental topics to be addressed, and related <br />SEIR preparation subtasks are described below. <br /> <br />2.1 Aesthetics and Visual Resources <br /> <br />2.1.1 Court-Identified Issues and Concerns. Court-identified concerns regarding the adequacy <br />of the 2007 EIR discussion of shadow impacts and associated CEQA and City standards <br />regarding shadowing and visual quality will be summarized. <br /> <br />2.1.2 MethodoloQv. The methodology for addressing the Court-identified shadow impact <br />concerns and court-identified 2007 EIR deficiencies will be refined and described. The <br />methodology is expected to include incorporation of a City shadow policy applicable to the DPP <br />area to be potentially incorporated in the plan and significance criteria clarification from City <br />staff. If the City elects to lIadopf' related significance criteria, the SEIR will explain that public <br />agencies are encouraged but not required by CEQA to adopt such significance criteria <br />thresholds for various environmental impacts by lIordinance, resolution, rule or regulationll <br />(CEQA section 21082). Alternatively, if the criteria is formulated by staff but not officially <br />lIadopted,1I the SEIR will explain that many lead agencies utilize similar in-house lIadministrativell <br />significance criteria.1 <br /> <br />The aesthetics (shadow) analysis revision methodology will involve identification of the potential <br />IIworst casell DPP shadow impacts with emphasis on public open space and residential <br />development. City staff will continue to make recommendations to the SEIR consultant <br />regarding the specific locations, buildings and/or streets warranting additional evaluation. City <br />staff will also prepare any necessary additional shadow diagrams. <br /> <br />2.1.3 Settina. The existing DPP area setting with respect to aesthetics will be summarized from <br />the 2007 EIR, and a substantially expanded discussion of existing shade and shadow conditions <br />will be provided.
