The City's latest "administrative" or <br />"adopted" shadow policy and/or significance criterion for the downtown will be described for <br />application in re-evaluating DPP shadow impacts. Project (DPP) related beneficial and adverse <br />changes in shadow effects (location, times of the year, duration) will then be described, based in <br />part on reference to additional"worse-case" shadow diagrams to be provided by City staff. The <br />impacts of these DPP-related changes in shadow characteristics on the visual character and <br />quality of the affected downtown locations, and whether these effects constitute a significant <br />environmental impact (based on the clarified City criteria) will be described, and any <br />supplemental mitigation needs warranted to reduce identified significant shade and shadow <br />impacts will be identified. <br /> <br />2.1.5 Differences from 2007 EIR Evaluation and Conclusions. The differences in impact <br />assessment, scope, methodology and conclusions between the 2007 EIR and the current SEIR, <br />and their responsiveness to Court-identified concerns, will be summarized. <br /> <br />2.2 Cultural and Historic Resources <br /> <br />2.2.1 Court-Identified Issues and Concerns. Court-identified concerns regarding the adequacy <br />of the 2007 EIR evaluation and discussion of project (DPP) impacts on historical resources will <br />be summarized. <br /> <br />2.2.2 Methodoloav. The methodology for addressing Court-identified historic resources impact <br />concerns related to the 2007 EIR will be described. The additional historic resources survey <br />work performed by Circa in September 2007 (purpose, methodology and criteria applied, and <br />results) will also be described. Any identified further needs for additional survey work, including <br />additional historic resource mapping, listing and/or impact evaluation, will also be described. <br /> <br />2.2.3 Settina. The historic resource setting description from the 2007 EIR will be summarized <br />and revised to address Court-identified concerns. The description will incorporate the additional <br />2007 survey work competed by Circa, plus any additional mapping listing and/or narrative <br />warranted to address the Court's concerns. The revisions are expected to include: <br /> <br />· More or repeated information on what constitutes an historic resource under CEQA. <br /> <br />· More information regarding the entire landscape and full scope (context) of historic <br />resources in the City and in the downtown, and how these resources have been protected to <br />date (citing specific examples). The City's long-standing commitment to historic <br />preservation, CLG status, etc., will be described. <br /> <br />· More and enhanced (clarified) information regarding the extent and pattern of historic <br />resources, as defined by CEQA, in the project (DPP) area. The current Ilevels" of historic <br />resource designation and their associated levels of protection, as defined by the City's <br />historic preservation ordinance, will be further described. <br /> <br />· New evaluation of potential revisions to the DPP related to historic resources. <br /> <br />2.2.4 Supplementallmoacts and Mitiaation Findinas.
