Wagstaff and Associates has prepared supplemental EIRs for numerous projects in recent years. Most were designed to address substantial changes to the project or project circumstances. The Draft Supplemental Environmental Impact Report for the Stanford Outpatient Center Proiect prepared for the City in June 2006 represents a general example of our typical SEIR format. As indicated in the proposed Table of Contents in section 3 of this proposal, the content envisioned for the Downtown Precise Plan EIR will be similar to the 2006 Stanford SEIR, but tailored to address identified Court concerns rather than changes to the project or project circumstances. 3.1 Administrative Draft SEIR The project description update and supplemental setting, impact, mitigation, and alternatives analysis findings developed in Tasks 1 and 2 will be refined and presented in an Administrative Draft SEIR. Fifteen (15) copies of the Administrative Draft SEIR will be submitted to City staff and consulting legal counsel for internal review and comment. 3.2 Screen Check Draft SEIR A "Screen Checkll Draft SEIR will be prepared for review and approval, incorporating as necessary revisions and refinements to the Administrative Draft SEI R based upon City staff and consulting legal counsel comments on the Administrative Draft SEIR. Five (5) copies of the IIScreen Check" EIR will be submitted to City staff for final approval. 3.3 Draft SEIR A public release version of the Draft SEI R will then be prepared, incorporating as necessary refinements to the "Screen Checkll Draft SEIR based upon City staff and consulting legal counsel response. Seventy-five (75) copies of the Draft SEIR will be submitted to the City for distribution. 3.4 Notice of Completion The CEQA-required Notice of Completion form will be completed to accompany the Draft SEIR delivery to OPR. TASK 4. PREPARATION OF THE FINAL SEIR 4.1 Administrative Draft Final SEIR Document An Administrative Draft Final SEIR will be prepared in addendum form to incorporate: (1) revisions to the Draft SEI R text deemed necessary in response to public review period comments; and (2) written responses of the SEI R authors to substantive review period comments on the Draft SEIR received from the public and the Planning Commission. The Final SEIR will also include a list of persons and agencies that commented on the Draft SEIR, an index to and summary of comments received, and a collection of verbatim comments (letters, memoranda, minutes, etc.). Fifteen (15) copies of the Administrative Draft Final SEIR document (limited to the revised text and responses to comments only) will be submitted to City staff and consulting legal counsel for review and comment.
