ROLL CALL <br />Council Members Present: Hartnett, Howard, Pierce, Ruskin, Vice Mayor Ira, Mayor Claire <br />Council Members Absent: Council Member Jordan <br />Staff Present: City Manager Everett, City Clerk Howe, Deputy City Clerk <br />Ponte, City Attorney Yamamoto, Assistant City Attorney <br />Brower, Police Chief Bolanos, Police Captain Matuszak <br />3. PUBLIC COMMENT (Members of the public may comment on any item on the <br />agenda at this time). <br />Randolph Daar, an Attorney representing the Escobedo family, stated the primary <br />concern is the circumstances surrounding the d ath of Rick Escobedo while in police <br />custody. He stated the family is upset by the fact that the police officers involved are <br />back on active duty and recognizes that the police force is small and the impact of not <br />doing so is significant. On the other hand, there are uz.explained in custody death in <br />which seven officers are present along with a handcuffed individual on a balcony.
