internal affairs investigation is, in fact, an administrative function of the department. <br />The only level in which the City Council can become engaged in personnel <br />investigations is with respect to your Council appointees: the City Manager, City Clerk <br />and City Attorney. <br />Steven Howard, Architectural Review Committee Member, speaking as an individual, <br />stated that in the work of the ARC there are processes where it appears improvement <br />can occur, but a formal letter has not been finalized as yet. In the meantime, he asked <br />that Council look at how the City issues citations and the time often required to <br />determine the owner of the property. The second issue is to schedule automatic <br />follow -ups for businesses that have opened on a regular scheduled basis. <br />Lupita Escobedo, sister to Rick Escobedo, asked if it is not the Council that oversees <br />the Police Department, and then who would it be that Chief Bolanos is to report. <br />City Manager Everett responded that Chief Bolanos reports to him and that all <br />messages and questions should be directed to him and that he is the final authority on <br />items that are personnel in nature within the City. <br />7. CONSENT CALENDAR — <br />Items on the Consent Calendar are considered to be routine by the City Council and <br />will be enacted by one motion and one vote. There is no separate discussion of these <br />items unless a Council Member or Citizen so requests, in which event the item will be <br />removed from the Consent Calendar and considered in its normal sequence on the <br />agenda. <br />M/S Ruskin /Hartnett to waive reading of the Consent Calendar except the ordinances <br />by title, adopt the resolutior, and the ordinances, and approve other items.
