<br />8A <br />age 1 <br /> <br />REPORT <br /> <br /> <br /> <br />To the Hono'rableMayoi" arid City C ou.n ell <br />From the City Manager <br /> <br />April 27, 2009 <br /> <br />SUBJECT <br />Fiscal Year 2009-10 Annual Action Plan in support of 2005-2010 Consolidated Plan - <br />Building Community through Housing Production and Basic Human Needs <br /> <br />RECOMMENDATION <br />Adopt a resolution to approve the Fiscal Year 09-10 Annual Action Plan and to authorize <br />the City Manager to execute and file documents related to the Annual Action Plan for <br />submittal to the U.S. Department of Housing and Urban Development. <br /> <br />BACKGROUND <br />Consolidated Plan <br />The Consolidated Plan is a federal prerequisite for receiving various sources of entitlement <br />funding from the U.S. Department of Housing and Urban Development. The term of the <br />City's Consolidated Plan is the period from July 1, 2005 to June 30,2010. The Plan is <br />made up of three components: (1) Market & Needs Analysis, (2) Five Year Strategic Plan, <br />and (3) a One-Year Action Plan. This report requests approval of the Fifth Year Annual <br />Action Plan through funding recommendations for programs and activities that will meet the <br />Five Year strategic planning objectives. <br /> <br />The Annual Action Plan is comprised of an Executive Summary, Attachment II: Executive <br />Summary - Annual Action Plan by Priority, which identifies all sources of funding, specific <br />activities recommended for funding, and certain required narrative regarding the location of <br />activities to be funded. The Action Plan is made up of funding recommendations made by <br />the Housing and Human Concerns Committee from Community Development Block Grant <br />funds, HOME Investment Partnership funds, Human Services Financial Assistance funds, <br />and a proposed reprogramming of prior year funds. See Attachment 111:2009-2010 HHCC <br />CDBG/HOME Committee Final Vote. <br /> <br />The Fifth Annual Action Plan identifies activities to be funded during Fiscal Year 2009-201 0 <br />program year to address priorities adopted by Council. These activities further advance the <br />goals of the Consolidated Plan, including reducing the number of people living below the <br />poverty level. See Attachment IV: yrD Petforrnance Outcomes- 5 Year Consolidated Plan <br />Goals. <br /> <br />As a condition of receiving funds, the City is required to follow a "Citizens Participation <br />Process" to develop the Annual Action Plan. The process adopted by Council involves <br />holding a number of public meetings and publishing the proposed use of funds for citizen <br />comment before the City Council gives final approval on the use of the fund <br /> <br />For Fiscal Year 2009-2010, the City has not yet received confirmation of its annual <br />entitlement amounts for CDBG and HOME, however, the HHCC has recommended <br />funding allocations on the basis of receiving approximately $675,000 in Community <br />Development Block Grant (CDBG) funds and $375,000 in HOME Investment Partnership <br />
