<br />8A <br /> <br />funds, plus $194,887 from the U.S. Department of Housing and Urban Development (HUD) Page 2 <br />in American Recovery and Reinvestment Act (ARRA) funds, and an estimated $300,000 in <br />program income for a total of $1,544,887.00 in Federal revenue. The following describes <br />the process for the development, input, review, and recommendations that constitute the <br />Action Plan that has been created for Redwood City. <br /> <br />A binder of all proposals submitted for funding and financial statements for each nonprofit <br />applicant is available for review in the City Clerk's office. <br /> <br />Citizens Participation Process <br />. Mandatory application and technical assistance workshops were held by staff to <br />assist interested organizations to prepare competitive proposals and several <br />meetings were held by the Housing and Human Concerns Committee (HHCC) to <br />review proposals submitted for funding. <br />. A total of 22 proposals were received totaling $1,724,575 million dollars for the <br />estimated COBG and HOME entitlements. <br />. On March 4, 2009, the HHCC approved funding for 19 activities, including statutory <br />and administrative set-a-sides, in the amount of $675,000 in COBG Funds, $375,000 <br />in HOME Investment Partnership funds, and an estimated $300,000 expected to be <br />received from Program Income revenue 1. <br />. The Planning Commission reviewed the capital projects in the Annual Action Plan <br />on March 17, 2009 and concurred that the proposed activities conform to the City's <br />General Plan. <br />. On April 8, the HHCC is expected to vote to recommend that $194,887 in American <br />Recovery and Reinvestment Act funds be allocated to the Housing First Site <br />Acquisition Project, and further, that any CDBG and HOME funding received above <br />the estimated amounts also be allocated to the Housing First Site Acquisition <br />Project. <br />. The total Action Plan Budget for Fiscal Year 2009-201 0, including program income is <br />$1,544,887.00. Refer to 2009-2010 HHCC CDBG/HOMElARRA Committee Final <br />Vote (Attachment III). <br />. A Statement of Community Development Objectives and Proposed Use of Funds <br />was published for 15 day citizen comment on March 19, 2009 and prior to <br />forwarding the documents to Council for approval. <br />. The HHCC will recommend approval of a final Action Plan on April 8, 2009. <br />. The City, pending Council's approval, will submit the Fifth Annual Action Plan to <br />HUD on May 15, 2009. <br /> <br />All of the activities proposed for funding have been determined to be exempt or <br />categorically excluded under the National Environmental Protection Act (NEPA), or will be <br />subject to further reviews when specific sites are determined. The City has also recorded a <br />Notice of Exemption with the San Mateo County Recorder for the Annual Action Plan <br />application pursuant to California Environmental Quality Act regulations (CEQA). <br /> <br />The Human Service Financial Assistance (HSFA) recommendations will be brought to the <br />City Council in a companion report tonight for information as part of the City's upcoming <br />budget review process. <br /> <br />Program Income I <br />Monies that are generated by use ofCDBG funds and come back to the City, i.e. proceeds from lease or sale of <br />property, principal & interest on loan payments, etc. <br />
